This position is located at Headquarters, Quantico, VA. Candidates selected for this position will serve as a Marine Corps Sports and Athletics Program Manager, NF4.

Major Duties

Serves as the Marine Corps Sports and Athletics Program Manager for Warrior Athlete Readiness and Resilience (WARR) Branch of the Marine and Family Programs Division (MF), Manpower and Reserve Affairs Department, Headquarters, U.S. Marine Corps (HQMC).

This position supports the Marine Corps Total Fitness efforts across the enterprise. Oversees, develops, and implements procedures and policies for all Marine Corps Sports and Athletics programs. Works in coordination with the Marine Corps Sports and Recreation Program Manager to ensure the volume, scope, breadth, and depth of work is supported and completed. These programs encompass a broad range of activities in support of installation, service, inter-service, national, and international sports competitions for Marines and family members. Incumbent develops methods, approaches, and procedures for expanding the All-Marine Sports program (to include the Elite Warrior Athlete program), and Installation Sports programs (Intramural, Youth, Adventure, and Recreational). Works in collaboration with all Marine Corps Sports staff and leadership, and WARR Branch team members. Duties include but are not limited to, writing, reviewing, and overseeing higher-level Marine Corps sports policies and procedures; travels to and supports All-Marine and Armed Forces Sports activities and events; selects and evaluates coaches; evaluates individual sports program processes and achievement; prepares and executes budgets and financial plans. Works to support the development of corporate sponsorship where authorized. Works with COMMSTRAT to develop annual marketing and communication plan for the program and ensures the timely release of information. Prepares varying types of correspondences, program briefs, and reports to include MARADMINs, letters of instruction, information papers, and presentations. Provides written and oral responses to program specific inquiries. Drafts and publishes MARADMINS and other releases following established formats and administrative protocols. Maintains relevant content on MCCS website and social media pages related to All-Marine and Higher-Level Sports Program. Serves as USMC representative to Armed Forces Sports Program Working Group and other position-related groups and organizations, manages team rosters, travel, uniforms, and serves as USMC service representative for Armed Forces Sports and other events. Serves as Contracting Officer Representative (COR) for program-related contracts, supporting marketing and promotion of Marine Corps sports programs, and providing guidance, advice, and assistance to installations and MFS leadership. This position works to improve the readiness, lethality, and resilience of the force across all domains of MCTF¿physical, mental, spiritual, and social.

Incumbent also serves as a supporting subject matter expert and advisor for Varsity, Intramural, Youth, and Adventure Sports programs. Supporting duties include the design, implementation, and modification of policies, programming, and staffing requirements that mitigate risk, improve safety, expand participation, and grow the value of Installation Sports programs for Marines, commanders, and authorized patrons. Works with WARR Branch team to conduct regular meetings with Installation program leaders to elicit best practices, general feedback, and opportunities for improvement.

This is a white-collar position where occasional lifting up to 20lbs. may be required. Will support multiple outdoor sporting events in varied climates during the All-Marine Sports competition cycle.

Will travel to oversee the All-Marine Training Camps, Armed Services Tournaments, competitions, complete work assignments, and conduct or attend training, conferences, and meetings. May work fluctuating work schedule to complete work assignments outside of the typical work - week and work hours. Perform other duties as assigned.

Qualifications

Five (5) years of progressively responsible experience managing and administering collegiate or professional sports, athletics, or related wellness programs. Relevant education may be substituted for experience. Experience in administrative and coaching roles involving recreational youth and adult sports, including selecting, coaching, and managing youth all-star teams. Experience in writing and evaluating policies and procedures and managing team and athletic program budgets. Experience working with military athletics, including installations, academies, or schools, is highly desirable.

Demonstrated knowledge and skills in elite human performance and physical training, athletic talent scouting and assessment, data analytics, and the design and instruction of team strategies and individual sport skills. Experience teaching, training, and evaluating coaches is required. Knowledge of sport facility maintenance and playing field or court requirements is required.

Experience with electronic data and video management software platforms and the Defense Travel System (DTS) is required. Experience with ETMS2 is highly desirable. Working knowledge of Microsoft Office software is required.

Ability to analyze problems, develop and recommend solutions using critical-thinking skills, prioritize competing tasks, and meet deadlines in a complex and challenging environment. Demonstrated skill in oral and written communication, including the ability to prepare executive-level reports and briefings for Headquarters and external agencies. Professional sports and high school multisport athletic playing and/or coaching experience is highly desirable.
