JOB DESCRIPTION
POSITION SCOPE
Under the general supervision of the Deputy Chief, this position will play a vital role in marketing and disseminating public information on behalf of the Eau Claire Fire Department and performs work in planning, coordinating, and implementing a comprehensive strategic communications program for the agency. This position plays an important role in increasing the quality and consistency of communication across a wide spectrum of media sources and audiences. This individual will serve in collaboration with the Public Information Officer and is responsible for providing public information through many different outlets, including news releases, social media platforms, and the department's website. Work includes the performance of duties that require excellent writing and communication skills, social media savvy, and the exercise of good judgment and decision-making skills based on knowledge of policies and procedures, sensitivity to issues, and state and local laws.
ESSENTIAL FUNCTIONS
Assists with media inquiries, coordinating responses and interviews with the Public Information Officer or other department spokespeople.
Identifies opportunities to use new media tools and social media platforms to develop, design, and produce concepts to enhance and deliver compelling communications, both written and visual, for intended audiences. Assists content providers with review of the intent, approach, and delivery of key communications to ensure quality and message branding are consistent.
Develops and periodically updates a comprehensive communication and brand messaging strategy that supports the City of Eau Claire Fire Department's mission, vision, and strategic plan and utilizes various forms of media, including social media platforms. This includes collaborating with Human Resources staff to develop marketing and recruiting material to assist with the recruitment of department personnel.
Coordinates the gathering and analysis of demographic, market, and other
information necessary for formulating and evaluating the effectiveness of the Fire Department's overall communications strategy.
Works with the Public Information Officer to ensure a strategically aligned and consistent message that promotes the Fire Department and enhances its' reputation by following established policies, protocols, and communication guidelines.
Develops and implements social media strategies to effectively communicate with the public and disseminate information with the ability to convey complex information clearly and concisely.
Monitors social media channels for mentions of the department and engage with the community in a professional and informative manner.
Creates engaging content, including graphics, videos, and infographics, to enhance the Fire Department's online presence.
Assists in managing communications during critical incidents, working closely with department leadership and the Public Information Officer to provide accurate and timely updates to the public and media.
Develops crisis communication plans and protocols to ensure the department is prepared to respond effectively to emergencies and high-profile incidents.
Establishes and maintains effective and working relationships with City staff, elected officials, other units of government, community organizations, the media, and the general public.
Assists in the development and dissemination of internal newsletters, memos, and other communications materials.
Responsible for the oversight and maintenance of the Eau Claire Fire Department's social media and website content, including updating news items, and department specific pages.
Drafts new releases, statements, and media advisories. Writes, produces, and distributes internal and external electronic notices and updates.
Interprets and conveys Eau Claire Fire Department policies, procedures, and initiatives to the public.
Provides support primarily to the Public Information Officer, Fire Inspections Division, and Deputy Chief; in addition, supports all members of the Fire Department when applicable.
Maintains confidentiality and professionalism in sensitive situations.
Maintains Fire Prevention/Safety pages of department website including online burn permit process.
Attends public education and Special Events for service activities.
NON-ESSENTIAL FUNCTIONS
Performs related duties as required.
EDUCATION/EXPERIENCE/CERTIFICATIONS
Current or recent graduate in marketing, business administration, communication, journalism, or a related field at a college or university is required.
Must be at least 18 years old.
Must possess or obtain (within 30 days of hire) and maintain a valid Wisconsin driver's license.
Must have experience using Canva or similar design software, PowerPoint, Excel and experience with various social media platforms.
Excellent communication skills, organizational skills, and proficiency in multi-tasking is required.

WORK ENVIRONMENT
Work is mostly sedentary (sitting) with occasional walking, standing and lifting less than 10 lbs. in a general office setting with a minimal presence of hazards.
