# Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers.

# Job Summary:

In this role, you will support material planning and/or material coordination for a large project site. Planning will include implementation of the Material Management Plan. Coordination will include serving as a liaison between Project and Field Procurement and Construction for accurate reporting of materials. Your efforts will ensure the site receives materials required for work package installation. #LI-CS1

# Major Responsibilities:


Material Coordination







+ Performs material coordination activities at a jobsite within material discipline of responsibility to ensure the accurate reporting of material and equipment work package statuses for installation



+ Monitors planned inventory control mechanisms, such as min-max and bag-and-tag and uses Digital Supply Chain tools



+ Continuously performs priority allocations to ensure material availability well in advance of installation requirements



+ Coordinates material availability in support of design revisions, rework, contingency or work-around plans



+ Participates in Construction and/or Subcontractor planning meetings to be fully aware of changes in installation plans and priorities



+ Coordinates with warehouse personnel for materials to be issued direct to the installation area, as opposed to being controlled in storage



+ Coordinates the constructability look ahead meetings



+ Prepares the site constructability reports as inclusive of 30, 60, and 90-day lookaheads







Material Planning







+ Verifies that material requisitions clearly identify required pay items and reflect a level of detail in which materials will be shipped and identified for storage and control prior to distribution to Construction for installation



+ Coordinates material planning activities for a material discipline area of responsibility



+ Maintains direct working relationship with Project Controls, Discipline Engineers, Supply Chain, Automation Support and/or Construction Coordinator to ensure that construction personnel are provided with materials to support the completion of the construction work



+ Monitors Engineering and Supply Chain deliverable schedules to meet the construction schedule



+ Monitors materials components aspects of the project Automation Plan related data transfers between the functional groups with respect to assigned discipline area of responsibility

# Education and Experience Requirements:

+ Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience

# Required Knowledge and Skills:

+ Identify and help resolve any deviations to the Materials Management Plan and obtain approval for any changes to the plan during the execution of the Project.



+ Understand the materials components of the Project Automation Plan used by functional groups and monitor related data transfers between the groups.



+ Understand construction activities and the advance work package structure for the Project.



+ Ensure the material identification methodology permits accurate status and distribution of materials according to the priority and sequence of construction schedule and activities.



+ Work with functional groups to determine the best strategy for fabricated systems that will provide the best overall value for the Project. Identify any “special” or potentially lengthy approval requirements that could impact the timely issuance of the key engineering deliverables that drive the materials work process. Assist Engineering in identifying all critical design drawings and data required from Suppliers that may affect the timely issuance of other design deliverables or are needed by Construction ahead of material deliveries.



+ Facilitate Engineering implementation of the Project component numbering approach (including tagged materials, bulk materials, and spares) as required for sound materials management practices and the project Automation Plan.



+ Work with Engineering to verify that material requisitions clearly identify all required materials per the BOM on drawings.



+ Monitors Procurement reports and activities to ensure that purchasing and expediting are working effectively to maintain milestone schedule dates and works on mitigation plans where there are gaps.



+ Advanced knowledge of all procurement operations related to the management of materials at area, regional, temporary and jobsite office locations.



+ Knowledge of how to manage material fabricators. Knowledge in Field Engineering and Construction activities, and knowledge of Standard Work Process Procedures related to materials management functions.



+ Knowledge of all Engineering disciplines, the work process and the deliverables produced.



+ Knowledge of applicable Bechtel policies, instructions, and Procurement procedures and guidelines.



+ Knowledge and experience in the use of the Digital Supply Chain System, Engineering tools and other project data systems preferred.



+ Prior experience in major global, direct hire and contract management projects, which include Engineering, Procurement, and materials control activities. Advanced Microsoft Excel and Access skills preferred.
