Description

The first level of the Equipment Maintenance Series is responsible for performing skilled work involving preventative maintenance and mechanical repair of heavy equipment. Responsibilities may include: inspecting machines for maintenance needs; determining and conducting appropriate maintenance, repair or replacement work; and operating applicable equipment and tools.

Examples of Duties

These examples are intended only as illustrations of various types of work performed and are not necessarily all inclusive. The job description is subject to change as the needs of the employer and requirements of the job change. Duties include but are not limited to:

  • Performs repairs, including major overhauls, on all types of equipment such as trucks up to 50,000 GVW, farm type tractors, all types of construction equipment used in the construction and maintenance of streets and parks, and all other City vehicles.
  • Performs major service work on fuel, hydraulic, electrical, exhaust, suspension, steering, braking, drive train and transmission systems.
  • Fabricates parts, mountings, and other accessories using metal fabrication and welding techniques and practices.
  • Installs electrical and other type accessories in City-owned and operated equipment.
  • Maintains work area and tools in clean and workable fashion.
  • Contacts parts dealers and/or equipment dealers to obtain information regarding parts or equipment on a limited basis as needed. Assists in gathering information for new equipment or specification development for the purchase of new equipment.
  • Prepares an appropriate repair order form for each job assigned in a complete and accurate manner.
  • Performs minor body and fender work, welding and/or prefabricating as required.
  • Recommends repair or replacement of parts and/or entire equipment units as may be justified.
  • Test drives repaired City trucks and other pieces of equipment on public roads as needed.
  • Remains knowledgeable of new developments and new innovations in equipment maintenance and parts design and provides input regarding methods by which new techniques and new practices could benefit City operations.
  • Responsible for working overtime, shift changes, emergency call outs, or to be on call as necessary or assigned. Normal working hours: Monday-Friday, 7:00 AM to 3:00 PM.
  • Remains knowledgeable of oil and lubrication standards, and lubrication requirements for the City vehicle fleet.
  • Assists in maintaining parts inventory, ordering of replacement parts and accessories.
  • Performs snow plowing duties when necessary.
  • Remains knowledgeable of current computer-aided diagnostic equipment and its proper uses.
  • Remains knowledgeable of and is able to implement and carry out preventative maintenance programs.
  • Performs other duties as assigned or apparent.

  • Ability to communicate and interact with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Supplemental Information

Minimum Requirements

  • High school diploma or G.E.D. equivalent.

  • Previous experience within the last eight years to include:

  • One year of experience utilizing computer-aided diagnostic equipment or equivalent combination of relevant education and experience that demonstrates the required knowledge, skills and abilities.

  • Five years' on-the-job experience in automotive, truck, equipment, or small engine repairs or equivalent combination of relevant education and experience that demonstrates the required knowledge, skills and abilities; and,

  • Two years demonstrated experience in general heavy truck repair for commercial fleet operations, including trailer repair, diesel engine system diagnostics and preventative maintenance or equivalent combination of relevant education and experience that demonstrates the required knowledge, skills and abilities.

  • Valid Minnesota Class A Commercial Driver's License or ability to obtain within six months of employment. All associated costs will be covered.

  • Valid DOT Vehicle Inspector Certifications or ability to obtain within nine months of employment. All associated costs will be covered.

  • Valid EPA HVAC Refrigerant Recovery and Recycling Certification or ability to obtain within nine months of employment (ADE, MACS or equivalent). All associated costs will be covered.

Desirable Requirements

  • Nine-month vo-tech training certificate in automotive, heavy equipment and/or small engine repair.
  • Automotive Service of Excellence (ASE) Certification.
  • One year of experience in heavy equipment repair.

Physical Requirements

  • Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, finger dexterity, grasping, feeling, talking, hearing, seeing and repetitive motions.
  • Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of forces constantly to move objects.
  • Incumbents may be exposed to hazardous physical conditions, such as, mechanical parts, electrical currents, and vibrations; and atmospheric conditions, such as fumes, odors, gases, and poor ventilation.

CITY CONTRIBUTION

For 2026, the City contributes $1,590.00 per month for each full-time employee to apply towards the benefits offered through the cafeteria plan if electing medical coverage. For 2026, the City contributes $804.50 per month for each full-time employee if medical coverage is waived. The City's contribution is pro-rated for part-time employees.

MEDICAL INSURANCE

The City of Blaine offers a full cafeteria plan. All full-time probationary and regular city employees are eligible to participate. Single coverage is part of the core, but if the employee so elects, he/she may include his/her dependents under their plan. Specific plan information and related premium rates will be provided for the five health plan options at the oral interview. Employees may choose from five options under HealthPartners. Coverage becomes effective the first of the month following date of hire for both single and family policies.

Available for family members of all full-time probationary and regular employees at low group rates from Lincoln Financial and/or PERA Life. Specific regulations apply.

LONG-TERM DISABILITY

All active full-time employees who work 40 hours a week are eligible to participate in the long-term disability (LTD) plan.

RETIREMENT

Retirement benefits are those of a coordinated plan which combines the benefits of the Public Employees Retirement Association (PERA) with regular Social Security benefits. The employee contributes 6.50% of total annual earnings to PERA. The city contributes 7.50% of the employees annual earnings to PERA. The employee also contributes the mandatory social security contribution which is matched by the city.

EDUCATIONAL ASSISTANCE

All regular full-time employees are eligible for tuition reimbursement upon satisfactory completion of approved work-related educational courses offered by accredited institutions.

EMPLOYEE ASSISTANCE

All regular full-time employees may participate in an Employee Assistance Program through HealthPartners at the citys expense. In certain instances, this benefit extends to the employees immediate family as well.

DEFERRED COMPENSATION

All full-time probationary and regular employees are eligible to participate in a pre-tax savings program through payroll deduction.

HEALTH SAVING ACCOUNTS and/or FLEXIBLE SPENDING ACCOUNTS

All full-time probationary and regular employees are eligible to participate in the Citys pre-tax health savings account and/or flexible spending accounts for medical/dental/vision expenses and/or dependent care costs. Specific rules and regulations govern use and eligibility.

HOLIDAYS

The following twelve (12) paid holidays will be observed by the city, New Years Day, ML King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Christmas Day, 2 Floating Holidays.

VACATION

Vacation leave is accrued by all regular full-time employees.

SICK LEAVE

Sick leave is accrued by all full-time employees at the rate of four hours per pay period with a maximum accumulation of 960 hours. A minimum of one hour must be used per occurrence.

BEREAVEMENT LEAVE

All probationary and regular employees are eligible for bereavement leave upon the death of an immediate family member. Employees may convert up to four days of sick leave per occurrence.

Public Service Workers are represented by The International Union of Operating Engineers, Local No 49, AFL-CIO. Please refer to the union contract for specific information.
