Description of Work
The North Carolina Department of Administration is seeking applicants for a Mechanical Engineer for our State Construction Division. The State Construction Office (SCO) is responsible for the administration of planning, design and construction of all state facilities, including the university and community college systems. The division also provides the architectural and engineering services necessary to carry out the capital improvement program for all state institutions and agencies.
This is advanced professional engineering work. This position will review and approve for bidding design and construction documents related to the mechanical systems of capital improvement projects. This includes:
Positions in this classification are responsible for complex consultation, investigation, evaluation and planning, design, design review and approval, and/or determination of environmental and safety impacts of work processes and products (buildings, utilities, systems, sites, mapping, or infrastructures); provide project management oversight, which may include supervision of all levels staff; oversee or review environmental, infrastructure and geomatic projects; and manage implementation of projects/plans according to codes and regulations, which may include approval authority. Work assignments may involve unique factors and be lacking in precedence on which to base decisions and may be technically complex as evidenced by a high number of variables and inter-related considerations. Work is often performed independently requiring professional knowledge of complex and/or detailed technical procedures. Work may require considerable public contact to explain standards and regulations, or appearance before a regulatory/judicial body, provide consultation and technical assistance, and may require negotiation to determine the feasibility of project implementation or continuation. Work may require professional licensure or other certifications. Positions provides program/project leadership in planning and organizing the work of others. Work requires collaboration to manage issues. Positions evaluate and recommend resource needs. Positions consult with senior level decision-makers on an ongoing basis and may supervise/mentor staff.

Recruitment Range: $70,478-$95,420

Working knowledge of principles and practices of Building Systems Mechanical Engineering, NC State Building Codes and Industry Standards, General Construction policies and guidelines, building construction and operations.
Discernment of discrepancies in technical documents or data and provide objective professional opinions and judgments when presented factual data.
Familiar with industry design reference standards such as ASHRAE and NFPA and engineering development trends.
Skilled in time management, communicating technical information to others, technical writing and written communication, constructive negotiations, and public speaking.
Experience in Construction Administration and program/project management.
Proficient with computer software and computer drawing packages.
MANAGEMENT PREFERENCE:
Bachelor's degree in mechanical engineering.
Minimum of 5 years progressive professional experience in the practice of Building Systems Mechanical engineering
Possession of a Level Ill North Carolina Inspector Certificate issued by the North Carolina Code Officials Qualification Board, or the ability to obtain within three (3) years of employment.
Necessary Requirements:
Registration as a North Carolina Professional Engineer.
Minimum of 4 years progressively responsible experience in the practice of Building Systems Mechanical Engineering.
Valid NC Driver's License with acceptable driving record. Out of State Applicants must have a valid NC Driver's License or acquire NC Driver's License within 60 days of hire. Candidate must present proof of a valid NC Driver's License and proof of an acceptable driving record.
Minimum Education and Experience

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
