EXECUTIVE MEDICAL ECONOMIST WORK STATEMENT

This position will serve as a Executive Medical Economist with intermediate skills for the Client, Office of Administration, Bureau of Program Integrity (BPI). The contractor must possess a Master's degree or extensive medical analysis experience exceeding the minimum qualifications.

The skill category for Intermediate- The resource is able to successfully complete tasks as requested. Help from an expert may be required from time to time, but the resource can usually perform the skill independently.

The contractor will:

be available approximately 37.5 hours per week;

access and analyze data to effectively identify aberrant billing practices;

prepare queries to retrieve data for use in the detection of fraud and abuse for medical claims;

summarize and analyze data as directed;

create computerized data collection processes and create reporting for them;

participate in preparing detailed medical cost analyses to assist management in creating cost effective, clinically sound programming;

consult with program and department leadership regarding medical containment strategies;

consult with other medical economists to create synergy in analytical efforts;

consult with other professionals including physicians, nurses, executives, and data experts to help them determine their needs and/or how to approach analyses;

participate in analysis of cost trends by geography, services and provider, place of service and other factors to Client patterns and suggest action plans if warranted; and

possess computer skills, including familiarity with Microsoft Office programs, data mining tools, and data warehousing;

The contractor must possess the following essential skills to be considered for this position:

1. Experience in the detection of fraud and abuse

2. Familiar with word processing

3. Experience with spreadsheet

4. Experience with desktop data bases

5. Experience with data extraction

6. Experience with data analysis

7. Understand the concept of data summarization

8. Demonstrate good interpersonal skills

The contractor will be provided with a desk, computer, phone, and all items necessary for him/her to complete assignments.

On a scheduled basis, the Contractor will complete and forward original time and attendance sheets to the contract manager for confirmation of hours. The contract manager will verify the contractor's hours by signing the time sheets and will forward sheets to vendor. Time and attendance sheets will contain the following information:

1. Contractor's name;

2. Hours worked;

3. Start and end time; and

4. Time of break and work periods

Payment shall be made after services are actually rendered by the contractor. If the contractor is unable to appear at the scheduled work site at the pre-determined times, notification must be made to the contract manager either prior to the date or on the date of absence.

The Department anticipates that, on an infrequent basis, the contractor may have to travel on behalf of the Department. Advance notice will be provided of the need to travel. Reimbursement for travel required by the Department will be made in accordance with the Commonwealth of Pennsylvania's travel regulations. Travel to and from the designated work site is considered commuting and does not qualify for mileage reimbursement.

The contractor acknowledges that, in performing consultative services, he/she will be made privy to information of a confidential nature, including but not limited to information regarding the medical history of a client. The contractor hereby covenants to maintain the confidentiality of all such information, to the extent required by law and medical ethics. The contractor shall only disclose such confidential information to other medical experts to the extent necessary to provide the consultative services contemplated herein and only after prior notice to the Department of intent to so disclose.
