The Contra Costa Health Department currently has a great career opportunity to fill one (1) vacant Medical Social Services Manager position. This position will be for Detention Health located in Martinez, CA.

Detention Heath is comprised of four (4) adult Detention facilities and one juvenile Detention facility with a multidisciplinary team. Under general direction, you will be planning, organizing and directing the Detention Health Re-Entry Care Coordination program; supervises, reviews and evaluates the work of subordinate professional, clinical. and clerical personnel; and performs other related work as required.

Contra Costa Health is an integrated system of healthcare services that covers health at every level: the individual, the family, and the community. For low-income and uninsured residents of Contra Costa County, Contra Costa Health is the safety net, providing medical services not available to them elsewhere.

We are looking for someone who has the:

  • Ability to plan, direct and coordinate the activities of subordinate staff and programs
  • Ability to maintain effective public and interpersonal relations with community groups, agencies, and the general public as well as facility personnel
  • Ability to prepare clear and concise written correspondence
  • Knowledge of accepted principles and practices governing the field of Medical Social Services or Case Management
  • Knowledge of principles of personnel administration
  • Knowledge of accepted supervisory, management and communication techniques

What you will typically be responsible for:

  • Oversight and development of program design and services
  • Establishing program goals, objectives and priorities
  • Interpreting and implementing State and Federal program mandates
  • Program budget management and monitoring
  • Monitoring Medi-Cal billing and claims
  • Providing supervision, technical assistance, and consultation to program staff
  • Consulting with other health care staff as needed to provide coordination and integration of medical, behavioral health and social needs services with the overall detention health delivery system
  • Preparing statistical reports on services provided in alignment with program mandates and quality improvement and assurance plan

Minimum Qualifications

License Required:

  • A valid California Motor Vehicle Operators License. Out of state valid motor vehicle operators license will be accepted during the application process.
  • 2) A current, valid license issued by the State of California in one of the below:
  • Licensed Clinical Social Worker (LCSW), or
  • Licensed Marriage and Family Therapist (LMFT), or
  • Licensed Professional Clinical Counselor (LPCC), or
  • Public Health Nurse (PHN)

Applicants are required to attach a copy of their license to their application.

Education: Possession of a Masters Degree from an accredited college or university with a major in Social Work, Psychology, Counseling, Nursing, or a closely related field.

Experience: Three (3) years of full-time (or the equivalent of full-time) experience performing the duties of a social worker or public health nurse within a health care facility or health-related agency; one (1) year of which was in a supervisory or administrative capacity.

Substitution: Possession of a qualifying Bachelor's degree from an accredited college or university and two (2) additional years of qualifying experience may be substituted for the required education.

Desirable Qualifications:

  • Experience in leading and managing case managers
  • Experience serving vulnerable populations including justice-involved populations
  • Experience in Care management program development and monitoring
  • Experience working with electronic health records

Selection Process

  • Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
  • Remote Oral Interview: Candidates that clearly demonstrate that they possess the minimum qualifications will be invited to participate in a remote oral interview. The oral interview will measure candidates competencies as they relate to the job. These may include, but are not limited to: Delivering Results, Displaying Ownership and Accountability, Oral Communication, Managing & Facilitating Change, Business Process Analysis. Candidates must achieve a passing score on each of the competencies to pass the overall assessment and be placed on the eligible list. (Weighted 100%)

The assessments may be administered remotely using a computer or mobile device such as a tablet. You will need access to a reliable internet connection to take the assessment.

TENTATIVE EXAM DATES

Remote Exam/Evaluation: The Virtual Oral Assessment is tentatively scheduled to take place via computer (remotely) during the week of August 3, 2026.
