Position Summary

McLean County is seeking a dedicated and compassionate Mental Health Clinician to support youth at the Juvenile Detention Center (JDC). In this role, you'll provide critical mental health services, crisis intervention, and ongoing support to juveniles during detention and after release- helping guide them toward stability and success. The Mental Health Clinician provides services in compliance with all Administrative Office of Illinois Courts and Illinois Department of Juvenile Justice Directives and Orders, Policy and Procedures, and State Laws. This position is a sworn detention officer and requires LCPC or LCSW licensure.

Essential Duties and Responsibilities

• Provide all juveniles with a Mental Health Assessment within seven (7) days of admission.
• Implement a mental health program in accordance with AOIC and IDJJ Detention Standards that includes universal screening and identification of juveniles with mental health needs; crisis intervention services; suicide prevention; individual counseling and preventative treatment; and treatment documentation and follow-up.
• Prepare treatment plans for any juvenile receiving mental health services.
• Assess and reassess juveniles screened as "high risk" for suicidal behavior.
• Performing mental health counseling services, case management (matching the juvenile's needs with available services and treatments and coordinating the services) and other interventions to address juvenile's criminogenic needs (factors associated with recidivism) and dysfunctions in those areas.
• Make referrals to the psychiatric provider as well as other community resources.
• Assists in gathering information from juveniles (and parents/guardians) regarding social history, substance use, mental health issues and treatment.
• Consulting with staff regarding placement, management and supervision of juveniles with significant mental health issues.
• Reviews, prepares, and updates records and reports concerning the juvenile's mental health issues, institutional program participation, progress towards mental health goals, and other areas.
• Responds to juvenile's written/electronic requests regarding mental health concerns.
• Provides continued care for probation youth released from detention; including individual/family counseling, medication management, educational support, community linkage, case management services.
• Provide staff training to JDC staff on mental health issues as requested by Administration
• Attend staff meetings, court and training as required. Required to attend AOIC detention basic training (40 hours). Maintain ongoing CEU's as required for licensure.
• Other duties as assigned

Knowledge, Skills, and Abilities

• Strong written and verbal communication skills
• Ability to exercise sound judgment in appraising situations and making decisions regarding mental health treatment.
• Knowledge of personality development and of the factors which contribute to mental, emotional and social maladjustments and deficiencies.
• Knowledge of community social and mental health agencies and resources.
• Extremely proficient with computers
• Ability to multi-task and manage competing priorities
• Experience resolving routine issues utilizing external resources and escalating internally when appropriate
• Ability to communicate effectively both verbally and in writing
• Knowledge of the juvenile justice system is preferred.
• Ability to establish and maintain effective working relationships with superintendent, other JDC staff, juveniles, and the general public.

Required Qualifications

A Master's degree in counseling, social work, psychology or related field with a degree from an accredited college or university. Preferably with major course work in criminal justice, psychology, sociology, social work, or related social sciences, and experience (2-3 years) in the criminal justice field, preferably dealing with juveniles or any equivalent combination of education and experience that would provide the above noted knowledge, skills and abilities.
