Job Summary:

This position ensures quality in planning, developing, and coordinating Mental Health services which are responsive to the needs of children and adults within Cumberland and Perry counties and in compliance with Federal, State, Local initiatives, and standards. This position develops, implements, and oversees the Involuntary Mental Health Commitment process. This position develops and implements agency policies in keeping with County policy and program regulations. This position ensures adherence to mission and values regarding recovery, resiliency, and everyday lives. This position works closely with other departments and the community to support healthy communities and ensure services that best meet needs are available in keeping with the funding available from the State and Federal base funds. This position serves as a lead in the HealthChoices program and serves on the governing Board of the collaborative.

Essential Job Functions:

  • Develop and implement agency wide policies and procedures to ensure compliance with Federal, State, and Local regulations.
  • Develop budgets, approve contracts, and monitor the overall program budget and the mental health budget specifically.
  • Ensure the development and implementation of services and supports that follow best practice and evidence-based practice within budgetary framework.
  • Supervise Mental Health Program Specialists and oversee daily agency operations.
  • Serves on the HealthChoices governing board involving policy development, budget approval, new program development, and monitoring utilization of services.
  • Assesses and oversees children and adult mental health services within Cumberland and Perry counties with a focus on evidence based and best practice.
  • Develops action plans for services including service development, program revisions and monitoring of services.
  • Ensure staff recruitment and retention and have resources necessary to carry out duties.
  • Provides technical assistance to providers in program design and implementation.
  • Handles personnel-related matters.
  • Evaluates programs for effectiveness in meeting needs of consumers.
  • Consults with Fiscal/IMTO staff regarding reporting requirements.
  • Assists with development of proposals for additional revenues based on needs of the consumers and the Program.
  • Resolves conflicts within Program and between consumers and providers.
  • Prepares work statements for contracts and administrative reports as required.
  • Maintains updated information on State and Federal initiatives and requirements.
  • In conjunction with the IDD/EI Director, interacts with government agencies, providers, community, human service agencies, criminal justice, etc., and other staff regarding operation of children and adult MH/IDD services within the Cumberland and Perry counties.
  • Promotes consumer and family empowerment in all aspects of service planning and delivery.
  • Makes presentations or conducts trainings for the public or other agencies as needed.
  • Attends training sessions, meetings, or seminars, as needed, or required.
  • Operates computer and software programs and other office equipment as necessary to carry out job duties.
  • Performs other job-related services as required.
  • Requires some evening, weekend work, or on-call as part of the position.
  • Travels to perform essential functions of the job.

Minimum Requirements to Perform the Work:

Education:

  • A bachelor's degree; master's degree in related field preferred OR any equivalent combination of experience and training.
  • Clearances: Prior to employment, individual must receive clearances from: PA State Police, FBI, PA Child Abuse, and Office of Inspector General (OIG). Must maintain clearances throughout employment.

Work Experience:

  • Five years of progressively responsible experience in the field of social services, including two years in an administrative or supervisory capacity in Mental Health social services program agency.
