Title: MGC Senior Business Analyst/Project Manager (SBA)
Duration: ASAP - 18 Months
Location: 101 Federal Street, 12th Floor, Boston, MA - 02110
Position: Hybrid
Pay Range: $70.00 to $90.00 negotiable.

Position Summary: The Senior Business Analyst plays a lead role in the replacement and modernization of the Massachusetts Gaming Commission (MGC) Licensing Management System (LMS) Replacement Project team. This position is responsible for bridging regulatory business needs and technical solutions by translating complex gaming statutes, policies and operational workflows into system requirements and functional designs. Working across Licensing, Financial Investigations Division, Gaming Enforcement Unit, Chief Enforcement Counsel’s Office, Finance, Racing, and IT, the Senior BSA ensures that the new systems support the full life cycle of licensing activities, including gaming, sports wagering, racing, operators, qualifiers, vendors, and employee licensing.

Responsibilities Include:
  • Business Rules/Requirements and Business Analysis
  • In conjunction with the project managers and vendor partners, elicit, analyze and document detailed rules and requirements based on Massachusetts gaming laws, regulations and internal policies
  • Working with the project managers and vendor partners, translate regulatory and operational needs into functional specifications, user stories, and acceptance criteria that reflect the real business needs
  • Track full traceability between requirements and system functionality
  • System Design and Integration Support
  • Collaborate with technical teams and vendor partners to define system architecture, integrations and data flows
  • Support integration with external systems
  • Conduct impact analysis for system changes across interconnected processes
  • Cross-Functional Collaboration
  • Serve as liaison between Licensing, Financial Investigations Division, Gaming Enforcement Unit, Chief Enforcement Counsel’s Office, Finance, Racing and IT
  • Lead workshops, working groups, and stakeholder review sessions
  • Ensure alignment across divisions on requirements, priorities, and system capabilities
  • Testing and Quality Assurance (UAT)
  • In conjunction with vendor partners develop comprehensive test strategies and regulatory scenario-based test cases
  • Lead User Acceptance Testing (UAT) efforts across business units
  • Validate that system functionality meets all business and compliance requirements
  • Change Management and Training
  • Support organizational readiness for system implementation and ongoing release management
  • Participate in the development of training materials and delivery of training
  • Promote adoption through ongoing user engagement and feedback loops
  • Drive continuous improvement in licensing operations and system capabilities
  • Ongoing Business Process Design & Optimization
  • Perform an operational analysis of each IEB team, to identify areas for improvement by department:
  • Licensing
  • Financial Investigations
  • Gaming Enforcement Unit
  • Chief Enforcement Counsel
  • Analyzing and interpreting historical and existing operational documentation (standard operating procedures, productivity reports, training materials, etc.) to identify gaps when it comes to people, process, and technology within each department
  • Analyze current-state licensing processes and design optimized future-state workflows
  • High-level workflow –Gaming, Sports Wagering
  • License specific workflow –Operators, Vendors, Qualifiers (Entity & Individual), Employees, Ancillary
  • Accounting (Fees and Fines) workflow
  • Standard Operating Procedures
  • Inter/Intra Service Level Agreements
  • Key Performance Indicators
  • Operational Performance Reporting - Through Put, Cycle Time, Quality and Accuracy
  • Human Capital Indicators –Onboarding, Training, Coaching/Mentoring, Performance Review
  • Facilitate process reengineering sessions with subject matter experts
  • Develop process maps, diagrams, and supporting documentation

Preferred Knowledge, Skills, and Abilities:
  • Demonstrated experience with large-scale system implementation or replacement projects
  • Strong knowledge of requirements gathering, process mapping, and system design
  • Excellent communication, facilitation, and stakeholder management skills
  • Experience working with cross-functional teams (Policy, Legal, Operations, Finance, and Information Technology)
  • Experience with Agile/Scrum methodologies and tools (e.G., JIRA, Confluence)
  • Proficiency in data analysis tools (e.G., SQL, Excel) and process mapping tools (e.G., Visio)
  • Strategic and analytical thinking
  • Attention to detail and data accuracy
  • Ability to manage complexity in high-visibility, high-impact projects
  • Excellent ability to work independently on job responsibilities;must be a self-starter

Education and Certifications:
  • Bachelor’s Degree in Business Administration, Information Systems, Public Administration, or related field or ten (10) plus years working in complex organizations.
  • Five (5) to eight (8) years of experience as Business Analyst, preferably in government or a highly regulated environment
  • CBAP, PMI-PBA, or similar certification or ten (10) plus years working in complex organizations
