    Job Description:

    The Groundwater Withdrawal Permitting Unit regulates non-farm (municipal and

    industrial) groundwater withdrawal activities through a permitting process. Across the State, there are about 500 permitted facilities withdrawing from various groundwater aquifer sources. The incumbent supervises 3 staff geologists in reviewing applications, interacting with permittees, applicants, and the general public, and making recommendations to the Director on issuing groundwater withdrawal permits. The incumbent also leads the unit in ensuring that the permitted facilities stay within compliance with conditions set forth in the groundwater withdrawal permits. The incumbent helps organize staff members in conducting annual water loss audits. The incumbent works with the Water Supply Program manager in drought times to inform the Director of water supply status. The incumbent may work with Regional Water Planning Councils in the statewide water.

    Preferred qualifications:

    (1) demonstrated success in conducting or leading assessments of

    resources and in using assessment results to guide regulation or planning of water resources.

    (2) at least 5 years of professional experience in water resources or environmental quality management.

    (3) experience in technical discussions on complex resource issues.

    (4) experience in engaging stakeholders including the general public in a discussion about projects of complex technical.

    nature.

    (5) demonstrated success in either industrial water development or in regulation of industrial water development.

    (6) demonstrated success in either municipal water development or in regulation of municipal water development.

    (7) willingness to take on challenges and achieve excellence.

    (8) a strong sense of responsibility toward customers (including the regulated community and the general public).

    Minimum Qualifications:

    Bachelor's degree in environmental sciences, biology, chemistry, geology, engineering (agricultural, chemical, civil, environmental, mechanical, or sanitary) or a related field from an accredited college or university and four (4) years of professional experience in environmental enforcement, environmental health, environmental monitoring, environmental protection or environmental research. --Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
