Job Purpose:
Responsible for managing Outside Plant Lineworkers, Leader Lineworkers, Cable Splicers, and Cable Maintenance Technicians (CZTII) responsible for building, maintaining, and upgrading the copper and fiber Outside Plant Network and grooming of HICAP data lines including but not limited to HDSL2, HDSL4, DSO, ISDN, PRI, OTR1, EOC, EOF, HSI, and HTTV.
Essential Functions:
Manage staff in accordance with the organization's policies and applicable laws:
Monitors and develops competencies of direct-reports
Assign and manage workload to ensure that due dates are met
Monitors the work being performed by direct reports to assure actions being taken is appropriate and effective.
Monitors attendance and performs appraisals as needed for direct-reports
Manage overtime
Ensure proper time reporting procedures are followed to properly account for distribution of capital and expense labor
Manage and maintain a staffing model that utilizes demand and routine work results to determine appropriate staffing levels.
Development operational plans, programs, and organizational changes to ensure the goals and objectives of the organization are accomplished within the prescribed timeframe and funding parameters.
Manage improvement plans and programs to insure timely implementation of process, support system and/or operational changes.
Track and analyze performance, productivity, quality and customer contact results and implements action plans with regard to improvements in each category.
Monitors and tracks contractor performance results real-time. Identifies gaps and determines specific actions required to meet Field Operation's objectives. Leads the effort to effect actions to drive the right behaviors.
Supervise the placement and repair of HT OSP support structures and all types of facility technology -- copper, fiber, coax, etc.
Organize and assign work orders, schedule projects and determine priority
Supervise and coordinate work with government agencies, other utilities, electric companies, cable television companies and/or other work groups within the Company to complete work orders
Assign work to contractors, schedule projects, order material, determine priority of work, completing the job, and completing the work through accounting.
Ensure contractors use appropriate materials, tools and that contractor crews have appropriate skills for the assigned work. Ensuring safe and efficient operations through on going site visits and inspections.
Conduct pre-surveys and in-progress site visits
Approve contractor invoices and ensure completion of required paper work (construction diary, progress reports, completion reports, and revisions)

Engage contractors and coordinate work with outside cross functional teams
Conduct pre-construction surveys attend preconstruction meetings with developers, other utilities, contractors, engineers, and making site inspection visits while work in progress

Review, pre-field, and order materials for work orders prior to deployment
Track time, materials and complete all paperwork, as associated with progress reports, completion reports, work order revisions, etc.
Meet short and long term objectives and commitments as directed
Perform and document Safety and Quality Inspections and bimonthly Safety Meetings
Assist engineers, planners and project managers with planning details and cost
On-call to respond to fiber and copper outages
Responsible for adherence to and communications of Company Policies, practices and expectations on a timely basis.
