Minimum Qualifications

The MDFR Medical Director must be a physician licensed to practice medicine or osteopathic medicine in the State of Florida pursuant to Chapters 458 or 459, Florida Statutes, and must have successfully completed an accredited medical education program leading to a Doctor of Medicine (M.D.) or Doctor of Osteopathic Medicine (D.O.) degree. The candidate must possess a minimum of five (5) years of clinical experience in Emergency Medicine or a related specialty, including experience with emergency medical services (EMS) systems, medical direction, field response operations, protocol development, training, and quality improvement programs. Must possess and maintain current Advanced Cardiac Life Support (ACLS) certification, and Advanced Trauma Life Support (ATLS) certification, OR Prehospital Trauma Life Support (PHTLS) or International Trauma Life Support (ITLS), and Pediatric Advanced Life Support (PALS), OR Advance Pediatric Life Support (APLS), OR Pediatric Education for Prehospital Professionals (PEPP), or Emergency Pediatric Care (EPC). Must possess a valid registration and certificate issued by the Federal Drug Enforcement Administration (DEA.) Preference will be given to individuals who have EMS and prehospital patient care.

Recruitment Notes

The MDFR Medical Director shall provide medical direction for a State of Florida licensed Advanced Life Support (ALS) EMS provider and perform all duties in compliance with Chapters 401, 458, and 459, Florida Statutes, Chapter 64J, Florida Administrative Code, and all other applicable laws and regulations governing EMS operations.

At a minimum, the MDFR Medical Director shall:

• Provide medical oversight and assume responsibility for the clinical performance of all EMTs and paramedics in accordance with Section 401.265, Florida Statutes.
• Fulfill all duties and responsibilities of an EMS Medical Director as required by Sections 401.265 and 401.2701, Florida Statutes.
• Develop, approve, and periodically review standing orders, treatment protocols, and medically related policies and procedures.
• Maintain 24-hour availability, or designate an alternate physician, for emergent EMS medical consultation.
• Establish and participate in quality assurance, quality management, and performance improvement programs related to EMS patient care.
• Review and approve EMS patient care investigations, customer complaint findings, and medically related corrective actions.
• Participate in the development, review, and approval of Medical Priority Dispatch System (MPDS) protocols.
• Attend applicable state EMS meetings and provide guidance regarding regulatory, legislative, and operational EMS matters.
• Participate in protocol development, training, testing, continuing education, and competency evaluation for EMS personnel.
• Serve as a member of EMS advisory, protocol, infection control, and other medically related committees.
• Conduct periodic station visits, field observations, or ride-alongs with operational personnel.
• Authorize medications, medical equipment, and controlled substance programs; obtain and maintain required DEA registrations.
• Develop and revise trauma transport and other clinical protocols to ensure compliance with Florida law and accepted standards of care.
• Review and approve continuing education programs for EMTs, paramedics, and emergency medical dispatch personnel.
• Provide consultation and medical guidance regarding EMS operations, specialty teams, policy development, legal matters, and employee medical issues as requested.
• Remain available for telephone consultation and medical direction as needed.
• Perform other duties reasonably necessary to support the delivery of EMS and prehospital emergency medical care.

The Medical Director shall provide medical director services for emergency medical services, including basic life support, advanced life support, prehospital emergency medicine, and related clinical operations.
