Position Title: Military Medicine Research Program Manager - DE/RH

Salary Range: $120,000 - $155,000
Knowesis is seeking a Military Medicine Research Program Manager to support the Defense Health Agency's Science and Technology Portfolios. The Program Manager contributes to the development of research strategies and roadmaps and tracks project performance against those plans. Applying subject matter knowledge of operational medicine research, along with subject matter expertise in either directed energy (DE) health effects or radiation health (RH) depending on assignment, the Program Manager plans and oversees execution of research program plans so the science and technology matures to the point where it can transition to partners for further development or implementation.
This position supports multiple research portfolios under one shared contract vehicle. The successful candidate must remain flexible and adaptable to support additional research portfolios as the government's priorities evolve, combining program management skill with a strong foundation in relevant biomedical or clinical research.
The Job Duties and Responsibilities include but are not limited to the following:
- Contribute to science and technology research strategies and roadmaps that deliver capabilities to meet prioritized needs of the Services and Combatant Commands
- Maintain program management records across multiple classified information systems to include the Secure Internet Protocol Router Network (SIPRNet) and Joint Worldwide Intelligence Communications System (JWICS)
- Coordinate with senior stakeholders in the DoW and Intelligence Community, and identify emerging threats
- Create, provide, and present formal program briefings to senior leaders, in accordance with applicable Security Classification Guides
- Build and maintain project plans, and track progress against budget, schedule, and performance goals
- Provide routine status updates to program leadership, flagging delays or funding issues as they arise
- Support the solicitation and review of research proposals, applying subject matter knowledge to assess technical merit and relevance
- Coordinate with government researchers, partners, and the award management team throughout the proposal and award process
- Support annual budget planning
- Maintain records on engagements with potential transition partners
Required Qualifications:
- Master's degree in life sciences, public health, biomedical science, engineering, or a related scientific or technical field
- At least five years of experience in research, clinical, or program activities relevant to either (1) radiation biology and radiation injury prevention, or (2) electromagnetic and/or acoustic interactions in biological systems.
- At least three years of experience in program or project management, or in a lead technical or research role with comparable planning and reporting responsibilities
- Strong writing and speaking skills, with the ability to explain project details to technical and non-technical audiences
- Ability to obtain any facility access required to work on-site at Fort Detrick, MD
- U.S. citizenship
- Secret Clearance
Preferred Qualifications:
- PhD in life sciences, public health, biomedical science, engineering, or a related scientific or technical field
- Subject matter expertise in electromagnetic and/or acoustic interactions in biology or radiation biology, radiation injury, and associated medical countermeasures
- Experience supporting Department of Defense or federal health research programs
- Familiarity with the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, federal award instruments, or grant management software
- Active Top Secret Clearance
