The Neighborhoods Department is actively seeking a Mortgage Loan Processor.

This position reports to the Affordable Housing Assistant Administrator and is responsible for analyzing income information to include financial statements and verifications of employment.

This is professional work in the preparation, review and coordination of legal documents pertaining to contracts and loans managed by the City in compliance with all federal, state, and local grant requirements. Work requires knowledge of financial principles, underwriting procedures, and federal, state, and local housing program regulations, which may be gained through a degree-granting program or equivalent training and practical experience. Contacts with others require skill in understanding and influencing people, which is important in resolving work-related problems. The work involves differing situations and requires the use of reasoning to formulate recommendations. Work is performed primarily in an office environment; however, field visits may also be required. Operates a motor vehicle, standard office equipment such as personal computer and copier. Physical demands are minimal but may occasionally require lifting and moving light objects. Work is performed under limited supervision wherein assignments are subject to established procedures, practices, precedents, methods, techniques, or well-defined policies. The worker determines priorities, then plans and organizes the work. Completed assignments are reviewed for compliance.

Examples of Work

  • Collects, reviews, and analyzes documents necessary for the preparation of contracts, contract amendments, and loan transactional documents.
  • Drafts, reviews, and revises legal and professional documents and coordinates contract execution; assists with closing as appropriate by preparing and delivering necessary documents and contracts.
  • Gathers, organizes, and summarizes information relevant to legal issues.
  • Works closely with legal counsel throughout the contract development and execution process.
  • Acts as the liaison between the Division and the Office of General Counsel
  • Tracks, monitors, and reports on active legal items including, but not limited to, legal requests, contracts and amendments, mortgage-related documents, foreclosures, bankruptcies, and litigation.
  • Works closely with program staff to ensure that all appropriate regulatory requirements are included in the contract.
  • Sets up and maintains files in an orderly and consistent fashion.
  • Recognizes and resolves legal issues that may arise during the contract and lending processes, including issues that may have occurred during origination or post- closing of the loan and documents related to loan default.
  • Maintains current understanding of the policies and procedures of Housing and Community Development Division (HCDD) and all programs administered through the Department.
  • Operates standard office equipment such as personal computer using word, spreadsheet, database and other related software and copier.
  • Demonstrates proficiency in the City of Jacksonville's competencies.
  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of paralegal practices and procedures.
  • Knowledge of legal principles, practices, and concepts, including legal terminology at a level normally acquired through formal legal training and associated experience.
  • Knowledge of federal, state, and local housing program rules, regulations, policies, and procedures.
  • Ability to develop and draft an array of legal documents, contracts, and other transactional documents.
  • Exceptional ability to organize and prioritize numerous tasks and complete them within limited time periods.
  • Ability to effectively communicate and interact with various departments and divisions within the city as well as outside the city possessing excellent verbal and written communication skills.
  • Ability to operate standard office equipment such as a personal computer using word, spreadsheet, database, and other related software and copier.

Open Requirements/Supplemental Information

OPEN REQUIREMENTS:

  • Four (4) years of education and/or experience in paralegal work,
  • Which includes at least two (2) years in a transactional environment.

OTHER REQUIREMENTS:

  • The probationary period for this class is six months.

LICENSING/CERTIFICATION/REGISTRATION:

  • Must possess and maintain a valid driver's license during employment in this class.
  • Must qualify for, obtain, and maintain a City of Jacksonville public driver certification for employment in this class.
