JOB SUMMARY

This position is located in the Vehicles Services Administration (VSA), Department of Motor Vehicles (DMV), and functions at the proficient level for the Motor Vehicle Inspector positions assigned to the Inspection Station established to provide advancement to the full performance level. The position is primarily responsible for inspecting various types of motor vehicles.

DUTIES AND RESPONSIBILITIES

Performs necessary vehicle safety inspection on a variety of vehicles, such as commercial and private passenger cars, taxicabs, trucks, buses, tractor-trailers, motorcycles, and specific types of mobile construction equipment, etc. Ensures that the inspection is properly executed for the safety of the owner/operator, the city, pedestrians, and other motorists. Determines the condition of motor vehicles and whether they are safe to drive on the roads and streets by rating them as pass, reject and condemn with existing District of Columbia (D.C.) and Federal Government Vehicle Safety Inspection statutes and regulations. As required, testifies in various local courts, criminal, or civil cases, where regular inspections of motor vehicles are an essential factor.

Performs emission test by the operation of vehicles on Dynamometer at varying speeds up to 60 miles per hour (MPH) or by On Board Diagnostic (OBD). Participates in special inspections on vehicles involved in accidents which have resulted in excessive property damage, personal injury, or fatality to determine vehicle condition, malfunction of components, etc. Participates in special off-site inspections of industrial and heavy-duty construction type vehicles. Interprets exhaust analyzer performance read outs to owner/operator and discusses and explains diagnosis of any malfunctions as required. On an as needed basis, operates computer terminal booth where the vehicle inspection is processed.

QUALIFICATIONS AND EDUCATION

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

LICENSES AND CERTIFICATION

The incumbent must possess a valid driver's license. The incumbent must be capable of operating vehicles with standard and automatic transmissions, four-wheel drive, and constant four-wheel drive vehicles.

The incumbent must be certified or be able to obtain the Inspection and Maintenance 240 Procedure Certification.

WORKING CONDITIONS/ENVIRONMENT

The incumbent performs work in a garage-type building with inspection lanes open at each and exposing incumbent to extreme weather, temperatures (up to 10 degrees hotter than air temperature), and vehicle emission fumes. Additionally, exposed to inherent danger of explosion or malfunction of hi-compressions engines, hi-pressure hydraulic mechanisms and hoses, auto air conditioning compressors, etc. Incumbent works around moving vehicles and vehicles operating at high speed on dynamometers, stationary and mobile equipment, and on concrete floors which become slippery from oil, engine coolant and other liquid and solid residue.
