POSITION: Special Education MTSS Instructional Specialist

LOCATION: Central Office: Department of Special Education

JOB SUMMARY: The Special Education MTSS Instructional Specialist supports Calvert County Public Schools (CCPS) in advancing student outcomes through the application of improvement science and data-driven strategies, as well as support and champion the training and practice of improvement science in CCPS. The incumbent of this position plays a crucial role in driving school and systemic improvement efforts, enhancing instructional quality, and ultimately improving student outcomes. By leveraging data, research, and evidence-based practices, the Special Education MTSS Instructional Specialist helps create an environment where educators, students, and district stakeholders can thrive.

REPORTS TO: Special Education Director & Supervisor of Strategic Improvement & School Support

EDUCATION, CERTIFICATION, AND EXPERIENCE: At the time of application, the candidate must hold or be eligible for:

• At least 5 years of successful teaching
• A Master's Degree in education or related
• Holds an Advanced Professional
• Experience with blended coaching models and techniques that align with adult learning theory

KNOWLEDGE, ABILITITES, AND SKILLS: (These are pre-employment knowledge, abilities and skills that apply to the Essential Job Functions.) At the time of application, the candidate must have:

• Satisfactory evaluations and demonstrated mastery of the domains of Professional
• Deep understanding of educational equity, cultural competency, and the tenets of improvement science.
• Demonstrated ability to communicate effectively with a variety of stakeholders including students, teachers, staff, central office personnel, parents and community partners both orally and in written form.
• Experience in providing coaching, professional development, mentoring, or other leadership
• Ability to meaningfully infuse technology and learning theory into instruction and professional development.
• Experience with grant writing, monitoring, and reporting
• Possess a valid driver's license and provide proof of motor vehicle
• Demonstrated success in accomplishing tasks akin to those responsibilities listed

ESSENTIAL JOB FUNCTION, RESPONSIBILITIES, AND DUTIES:

• Supports and sustains improvement science initiatives to drive continuous improvement for schools.
• Provides school-based coaching and support on MTSS/RTI implementation through data-driven inquiry cycles.
• Oversees CCEIS Grant implementation, monitoring activities, data, and outcomes for identified student groups.
• Designs and delivers job-embedded professional learning on strong Tier 1 Instruction, Specially Designed Instruction, high leverage practices, interventions for academic areas, SEL, behavior, and discipline.
• Collaborates across the Departments of Instruction, Special Education, and Student Services to strengthen Tier 1 learning environments, systems of support, and intensive interventions.
• Analyzes quantitative and qualitative data to inform root cause analysis, progress monitoring, and action planning aligned to District Improvement Priorities, School Improvement Plans and Planned Response Actions (PRAs) identified to mitigate disproportionality.
• Facilitates school and district improvement efforts using structured improvement science methodologies.
• Provides technical assistance in the development and alignment of school improvement plans, ensuring required components and evidence.
• Advises LEA leadership on program implementation, including regulatory, programmatic, and fiscal compliance.
• Maintains professional responsibilities, including collaboration, meeting participation, effective communication, reliability, and timely task completion under deadlines.

OTHER DUTIES: (Duties listed are not intended to be all inclusive nor limit duties that might reasonably be assigned.) Assists with other duties as assigned by the Director of Special Education.

UNUSUAL DEMANDS: May be subject to a flexible work schedule including weekends and evenings. Employee must provide travel to various worksites.

PHYSICAL DEMANDS: Position requires significant periods of standing and walking and is performed in a typical school environment.

TERMS OF EMPLOYMENT: Eleven (11) month position and salary commensurate with qualifications and experience applied to the current salary schedule for teachers. If chosen for this position, the candidate must enroll in direct deposit.

FLSA STATUS: Exempt

EVALUATION: Performance will be evaluated annually in accordance with the policy on evaluation as established by the Calvert County Public Schools.

EFFECTIVE DATE OF POSITION: On or after July 1, 2026

References must be directly related to educational experience and must include immediate supervisor.
