    Natural and Cultural Resources Liaison

    Reports to: Tidal Basin Project Manager

    THIS IS TEMPORARY EMPLOYMENT OPPORTUNITY

    Position Summary

    The Natural and Cultural Resources (NCR) Liaison supports the successful planning and implementation of recovery and resilience projects by ensuring compliance with applicable federal, state, and local environmental and cultural resource requirements. Working closely with project managers, engineers, regulatory agencies, contractors, and community stakeholders, this position coordinates environmental and historic preservation reviews, after action reviews, watershed recovery, facilitates permitting and agency consultations, identifies, potential project impacts, and helps resolve compliance issues, maintaining multi agency coordination throughout the project lifecycle.

    Some travel may be required for meetings and travel between the Hawaiian Islands. The estimated travel commitment is 15-25%.
     

    Job Duties and Responsibilities

    Review Plans and SOPs

    • Review the various Annexes with NCR lead agencies and support organizations, including incident- or operation-specific after-action reviews to maintain and improve State recovery plans, annexes and toolkits (SOPs, checklists, capability matrixes, etc.)

    Watershed Recovery

    • Manage statewide agricultural producer and watershed recovery integration
    • Support DHHL recovery and watershed/ag for all current and future incidents

    County Coordination

    • Maintain multi-county coordination for cultural, environmental, and historic recovery work (DR4909, DR4724)

    Permitting

    Lead cultural resource and state permitting / Mokuhinia Royal Complex restoration (DR4724)
     

    Skills and Competencies

    The candidate should possess the following:  

    • Comprehensive knowledge of environmental and cultural resource regulations and agencies, including the National Environmental Policy Act (NEPA), National Resources Conservation Service (NRCS), and the Emergency Watershed Protection Program (EWP), and other applicable federal, state, and local requirements.  
    • Working knowledge of FEMA Environmental and Historic Preservation (EHP) compliance processes, permitting requirements, and mitigation measures.
    • Familiarity with Hawaii’s unique natural, cultural, archaeological, and historic resources, including an understanding of Native Hawaiian cultural practices and consultation protocols.
    • Ability to coordinate with federal, state, local, and Tribal/Native Hawaiian organizations, regulatory agencies, and community stakeholders.
    • Strong analytical and problem-solving skills with the ability to evaluate project impacts and recommend practical compliance solutions.
    • Excellent written communication skills with the ability to prepare technical reports, environmental documentation, permit applications, meeting summaries, and regulatory correspondence.
    • Strong verbal communication and facilitation skills with the ability to present technical information to both technical and non-technical audiences.
    • Proficiency with Microsoft Office Suite and familiarity with various application, environmental databases, or project management software is preferred.

    Education and Experience

    • Degree: Bachelor’s degree in Environmental Science, Environmental Planning, Historic Preservation, Cultural Resources Management, Natural Resources, or similar related field preferred.
    • Years of Experience: Five (5) years of progressively responsible experience in environmental compliance, cultural resource management, historic preservation, natural resource management, planning or related area of expertise.
    • Experience supporting federally funded infrastructure, disaster recovery, resilience, or capital improvement projects.
    • Experience coordinating environmental reviews, permitting, and regulatory compliance activities.
    • Experience working with multiple stakeholders, including government agencies, consultants, contractors, and community organizations.
    • Experience working within Hawaii’s environmental regulatory framework, including coordination with the Hawaii State Historic Preservation Division (SHPD), Department of Land and Natural Resources (DLNR), and other state agencies, preferred.
