This position is being recruited in Anchorage, Soldotna, and Fairbanks; the final location is based on the location of the selected candidate.
This position serves as an adjudicator for statewide permit authorizations within the Division of Parks and Outdoor Recreation (DPOR). With minimal supervision, this position adjudicates applications for commercial operations, filming and photography, and special use permits, as well as assisting other staff with the permitting process and writing Director’s Determinations. The incumbent is also responsible for offering technical assistance to applicants, disseminating information to other agencies and the public, developing and administering special projects, monitoring compliance, and conducting research.

Core Responsibilities
Key responsibilities include, but are not limited to, the following:- Working on a team to manage and streamline the division’s permitting program.
- Adjudicating complex park permit applications.
- Preparing letters and technical documents, including administrative decisions and reports.
- Planning for and completing field inspections of permitted activities.
- Completing research on land status, legislative actions, legal opinions and other pertinent topics in support of permitting decisions as well as for general support to the Operations Manager.
- Providing information to the public regarding statutory requirements and regulations regarding park permitting.
- Assisting with special projects for the Operations Manager, including large-scale special use permits, legislative presentations, LWCF land conversions, and large park land use issues.

The Working Environment You Can Expect
This position can be located in the Fairbanks, Anchorage, or Soldotna. The incumbent will be located in an office with other DPOR staff and will have the option for some telework. The incumbent will have their own workspace. The work environment in all DNR, DPOR offices is casual, friendly, and supportive.
The knowledge, skills, abilities, and competencies needed to be successful in this position include:- Excellent verbal and written communication skills, including the ability to write clear, concise documents that are legally defensible.
- Experience interpreting and applying statutes, regulations, policies, and management plans for the purpose of determining their applicability for proposed uses of park land.
- Effective interpersonal skills and ability to resolve conflict in the context of achieving management goals and objectives.
- Knowledge of Alaska Mapper, LAS, and land status.
- Ability to communicate complex information about policies, procedures, and regulations to the general public in person, over the phone, and in writing in a professional manner.
- Ability to work independently, take initiative, make decisions, adapt to changing priorities, manage multiple tasks, achieve deadlines, and exercise sound judgment under general supervision.
