Job Summary (in list format) for IT Business Systems Analyst NC DHHS (Child Welfare focus):
- Serve as a Business and Systems Analyst supporting Human Services programs, specifically North Carolina Child Welfare.
- Act as subject matter expert in NC Child Welfare, providing expertise in program operations, services, and benefits.
- Lead and participate in requirements gathering, analysis, and documentation for new and existing system functionalities.
- Conduct business process engineering, recommending improvements to policies, procedures, and system designs.
- Analyze, review, and approve functional and detailed design documents; document system modifications.
- Assist in development and triage of change requests, prioritizing enhancements and defect resolution.
- Troubleshoot and resolve system/application issues, providing support to help desk staff and end users.
- Facilitate and participate in meetings with stakeholders, end users, auditors, and federal partners.
- Coordinate closely with IT teams, business units, and third-party vendors to ensure alignment of technology solutions with business needs.
- Perform user acceptance testing (UAT), document and track defects, and ensure quality assurance standards are met.
- Ensure compliance with federal, state, and departmental privacy and security policies.
- Participate in deployment and conversion activities for new system releases.
- Maintain effective communication and relationships within a matrixed environment of internal and external partners.
- Mentor and share knowledge with team members; participate in professional and leadership development.
- Demonstrate thorough knowledge of NC Child Welfare statutes, policies, procedures, and automation systems.
- Translate business needs into system requirements; assist with design, implementation, and reporting for assigned programs.
- Work independently and collaboratively, demonstrating excellent communication and problem-solving skills.
Key Skill Requirements:
- Minimum 3 years' experience in NC Child Welfare.
- Strong knowledge of child welfare system functionality, program operations, and procedures.
- Experience with requirements analysis, business process engineering, and documentation.
- Effective communicator, able to work with technical and non-technical stakeholders.
- Experience with UAT, quality assurance, and compliance standards.
- General knowledge of statistical and accounting procedures, and data reporting.
- Ability to work in a matrixed team environment and mentor others.
