Location: Rocky Mount, NC (Hybrid – 3 days onsite per week)

Position Overview
The client is seeking an experienced Business Analyst to support the DMV Modernization Program as it transitions to a product-driven delivery model. This role focuses on creating clarity from complex business needs, translating requirements into actionable user stories, and ensuring product teams deliver high-value solutions. The ideal candidate is analytical, proactive, collaborative, and comfortable working in an Agile environment.
Key Responsibilities
  • Lead discovery sessions with business stakeholders and Subject Matter Experts (SMEs) to understand business goals and user needs.
  • Translate business requirements into:
    • User stories
    • Features
    • Business rules
    • Process workflows
    • Acceptance criteria
  • Ensure requirements are complete, testable, and aligned with business outcomes.
  • Identify and resolve requirement gaps before development begins.
  • Create and maintain documentation including:
    • Business requirements
    • Process flows
    • Workflow diagrams
    • User-facing documentation
  • Perform end-to-end analysis across business processes, systems, workflows, and data.
  • Conduct root cause analysis and recommend process improvements.
  • Collaborate with:
    • Product Owners
    • Development teams
    • QA/Test teams
    • Data teams
    • OCM/Training teams
    • Implementation teams
    • Vendor partners
  • Identify cross-functional dependencies and coordinate with delivery leadership.
  • Support testing by validating requirements coverage.
  • Assist with User Acceptance Testing (UAT), training readiness, and business validation.
  • Maintain end-to-end traceability from business requirements to delivered functionality.
  • Support backlog refinement, feature prioritization, and continuous product improvement.
Required Skills
  • 5+ years of Business Analysis, Product Analysis, or similar experience.
  • 5+ years defining business requirements, user stories, workflows, and acceptance criteria.
  • 5+ years performing end-to-end business analysis across systems, workflows, data, and business rules.
  • 5+ years of problem-solving, analytical thinking, and root cause analysis.
  • 3+ years partnering with Product Owners to refine features and define product outcomes.
  • 3+ years collaborating across Development, QA, Data, Training, OCM, and Implementation teams.
  • 3+ years supporting testing, UAT, traceability, and training readiness.
  • 3+ years creating process maps and workflow documentation.
  • Strong communication and stakeholder management skills.
  • Ability to work independently and proactively resolve ambiguity.
Preferred Skills
  • 2+ years working in Agile or iterative delivery environments.
  • 2+ years supporting product-driven delivery, backlog refinement, feature readiness, and outcome-based delivery.
  • Experience with Azure DevOps (ADO).
  • Experience with Microsoft Project.
  • Business Analysis, Agile, Scrum, or Product Owner certifications are a plus.
