NDCPD Navigator Project Coordinator

Position Description & Details

The North Dakota Center for Persons with Disabilities (NDCPD) at Minot State University (MSU) is seeking an individual to work on their Navigator Project between 75 and 100% FTE, final determination will based on funding. The individual hired for this position will assist consumers in understanding their health insurance options and support them through the enrollment process via the Health Insurance Marketplace. Positions may be based in Minot or fully remote, provided the employee is located within North Dakota. Duties specific to the Navigator grant are listed below:

• Complete training in the Marketplace Learning Management System (MLMS) and follow conflict of interest standards.
• Facilitate the section of a Qualified Health Plan for consumers and provide information and services in a fair, accurate, and impartial manner.
• Contact local groups, organizations, and agencies to set up enrollment, educational or outreach events as needed, focusing on underserved and vulnerable populations.
• Leverage existing relationships and establish new relationships to deliver effective outreach and enrollment assistance to underserved or vulnerable populations.
• Assist any consumer seeking help, even if the consumer is not the expected target community or groups within the navigator's region.
• Assist consumers with application for Medicaid/CHIP or make a referral for assistance.
• Comply with reporting requirements as specified by CMS.
• Participate in CMS hosted training and/or networking offerings.

Other miscellaneous duties depending on project assignments are listed below:

• Become knowledgeable about NDCPD and carry out the assigned project goals and activities.
• Develop/disseminate material (instructional materials, articles, brochures, presentations, technical reports).
• Provide technical assistance and/or consultation to individuals, agencies and consumers.
• Provide training and present at meetings and conferences.
• Perform research and data analysis that impact individuals with disabilities.
• Negotiate memorandums of understanding and agreements following NDCPD and MSU guidelines.
• Participate in agency, statewide, and national planning/policy groups to address unmet needs and emerging issues.
• Coordinate, conduct, participate, and travel to meetings and conferences both in and out of state.
• Provide supervision of NDCPD staff.
• Develop other external funding resources to further disability research, services, training and technical assistance.
• Participate in internal NDCPD committees and activities.
• Other duties as assigned.

Position Requirements: A bachelors degree in a human service field (social work, education, special education, etc.) is required; however, other relevant degrees will be considered. Applicants must have 1 year of related work experience. Preference will be given to applicants with experience in the healthcare insurance industry or Marketplace information. In addition, the chosen candidate must successfully complete a criminal background check.
