    The Role

    The Executive Office of Technology Services and Security (EOTSS) is seeking a highly organized and detail-oriented Network Administrator to join the Network and Security Services team.

    The Network Administrator is responsible for managing telecommunications and network-related services that support Commonwealth agencies and business operations. This role oversees the lifecycle management of network circuits and connectivity services, including ordering, provisioning, upgrades, relocations, and service cancellations. The Network Administrator serves as a key liaison between EOTSS, telecommunications vendors, service providers, and internal stakeholders to ensure the timely delivery and ongoing management of critical network services.

    In addition to circuit and service management responsibilities, this position maintains network inventory records, develops centralized tracking solutions, supports reporting and analytics efforts, and contributes to operational planning, budgeting, and process improvement initiatives. The role plays an important part in supporting network modernization efforts, maintaining data integrity, and ensuring visibility into the Commonwealth''s telecommunications environment.

    The primary work location for this role will be at 200 Arlington Street, Chelsea, Massachusetts 02150. The work schedule for this role is Monday through Friday, 9:00 AM - 5:00 PM EST. This position may be expected to follow a hybrid model of reporting to work that combines in-office and remote workdays as operationally required.

    All offers of employment into this position are conditional and subject to passing a Massachusetts Criminal Background Check (CORI), applicable security clearance requirements, and required security training.

    Duties & Responsibilities

    Telecommunications and Circuit Management

    • Coordinate the ordering, provisioning, upgrade, relocation, and cancellation of telecommunications circuits and network connectivity services.
    • Track circuit installations and service requests to ensure timely completion and accurate implementation.
    • Serve as the primary point of contact for telecommunications vendors and service providers.
    • Coordinate with internal stakeholders to support network service delivery and infrastructure projects.
    • Monitor the lifecycle of network services and ensure records remain current and accurate.

    Inventory and Asset Management

    • Maintain accurate inventories of network circuits, telecommunications services, vendor contracts, and provider information.
    • Develop, manage, and maintain spreadsheets and tracking tools used for inventory management and operational reporting.
    • Design and maintain centralized repositories or databases used to track network services and assets.
    • Ensure inventory information is regularly validated and reconciled against vendor records and service contracts.

    Reporting and Analytics

    • Generate recurring and ad hoc reports related to network inventory, service utilization, costs, contracts, and project status.
    • Analyze network service and inventory data to identify trends, risks, and opportunities for operational improvement.
    • Support budgeting, forecasting, and telecommunications expense management activities.
    • Assist leadership with reporting requirements, audits, and strategic planning initiatives.

    Process Improvement and Documentation

    • Develop and maintain documentation, procedures, and standards related to circuit management and telecommunications services.
    • Identify opportunities to improve operational processes, reporting accuracy, and inventory management practices.
    • Collaborate with Network Engineering, Procurement, Finance, and Operations teams to support service delivery and modernization efforts.
    • Participate in projects supporting network transformation, vendor management, and service optimization initiatives.

    Preferred Knowledge, Skills & Abilities

    • Experience managing telecommunications circuits, network services, or enterprise IT infrastructure inventories.
    • Strong knowledge of telecommunications technologies including WAN, MPLS, Ethernet, broadband, and related network services.
    • Advanced proficiency with Microsoft Excel and spreadsheet-based tracking systems.
    • Experience developing and maintaining databases, data repositories, or inventory management platforms.
    • Familiarity with reporting and analytics tools such as Power BI, SQL, or similar technologies.
    • Strong analytical, organizational, and problem-solving skills.
    • Experience with vendor management, contract tracking, and service lifecycle management.
    • Ability to communicate effectively with technical teams, business stakeholders, vendors, and service providers.
    • Strong attention to detail with the ability to manage multiple priorities and deadlines.
    • Experience supporting budgeting, procurement, inventory management, or operational reporting functions.

    Preferred Education and Experience

    • Bachelor''s degree in Information Technology, Business Administration, Telecommunications, Information Systems, or a related field, or equivalent work experience.
    • Three (3) or more years of experience supporting telecommunications services, network administration, IT operations, or infrastructure management.
    • Experience working within a large enterprise or government technology environment is preferred.
    • Experience with inventory management, reporting, and process improvement initiatives is highly desirable.
