    Job Description

    Job Summary

    The Network Engineer is responsible for co-designing, implementing, and configuring the county-wide network infrastructure for data and voice communications, maintaining network security, and deploying projects. The Network Engineer identifies and recommends best options to optimize both the physical and wireless networks for effectiveness, reliability, efficiency, and security. The work is performed under the general direction of the Operations Manager, with considerable latitude for the exercise of independent judgment and initiative.

    Key Responsibilities

    • Data and Voice Communications Transmissions Development/Testing/Implementation:
    • Co-design, implement, and maintain data delivery via local area networks (LANs), wide area networks (WANs), virtual local area networks (VLANs), Site-to-Site Virtual Personal Networks (S2S VPNs), with an understanding to the source internet circuits
    • Research, compare, propose, and install new switches, wireless hardware, firewalls; general network hardware implementation
    • Evaluate, create, and present business solutions to correct identified network problems and improve overall data and voice delivery efficiency
    • Conduct technical research on network and telephony upgrades to determine feasibility, cost, time required and compatibility
    • Prepare detailed flow charts and diagrams outlining network capabilities and processes
    • Network Administration and Maintenance:
    • Coordinate network topology changes, provide network monitoring, diagnostics, basic and complex networking troubleshooting
    • Administrate and maintain switches (access and data), routers, load balancers; assist with the county VoIP system
    • Maintain and refresh the wireless network infrastructure
    • Configure and manage county NG Firewalls including rulesets, VPNs, filtering, while implementing best security practices; actively monitoring trends
    • Maintain Network Access Control (NAC) of nodes connecting; review and adjust network quality of service (QoS)
    • Oversee a comprehensive network patch and upgrade cycle to ensure that all network equipment and software are current
    • Team Support:
    • Record and maintain hardware and software inventories, site and user access and security
    • Work as a team member with other technical staff, to ensure connectivity and compatibility between systems
    • Provide network infrastructure orientation to new county staff and IT team members
    • Other Duties:
    • Assist with audio/visual systems including intermediate troubleshooting
    • Evening and weekend work in response to needs of the systems
    • Local travel for the purpose of off-site software installation and training
    • Other duties as assigned

    Qualifications

    Skills and Abilities

    • Considerable experience with enterprise network systems, including hardware, wiring, security, vendor management, contracts, policies, procedures, and product evaluation.
    • Extensive knowledge of Layer 1, 2, and 3 networking, including copper/fiber cabling, switches, wireless networks, VPN routers, firewalls, and related infrastructure.
    • Strong understanding of network topologies and protocols, including static, OSPF and BGP routing, VLAN/VXLANs, and QoS.
    • Experience with Next Gen Firewall security including advance rules, advanced threat protection (ATP), intrusion detection and prevention (IDS/IPS), SSL interception, application control, and malware protection
    • Experience managing next-generation firewall security, including advanced rules, threat protection, IDS/IPS, SSL interception, application control, and malware protection.
    • Experience with VPN technologies, VoIP and analog telephony systems, and network integration with server systems and Active Directory.
    • Ability to plan, manage, and track network projects, including move/add/change processes, workflow practices, and documentation.
    • Strong organizational, problem-solving, and communication skills with the ability to work independently and collaboratively, maintain confidentiality, manage priorities, and provide professional customer service.

    Special Qualifications

    • Valid driver's license
    • Successfully complete a background investigation

    Education and Experience

    • High School Diploma required; bachelor's degree in computer science, Information Systems or Software Engineering preferred
    • Five years' experience in relevant IT field required
    • Three plus years' experience in the creation and maintenance of a network infrastructure
    • Cisco CCNA, CompTIA Network+, or equivalent training preferred; Cisco CCNP is a plus
    • Experience and training which provides the knowledge and abilities necessary to perform the work may be considered
