We are seeking a Network Permitting Specialist to manage zoning and permitting activities required for telecommunications infrastructure projects. This role involves preparing and submitting entitlement applications, working closely with local jurisdictions, and ensuring compliance with municipal codes, state regulations, and federal legislation related to wireless facilities deployment. The ideal candidate will have experience in zoning and permitting, strong communication skills, and the ability to navigate complex municipal processes while partnering with internal engineering, construction, and legal teams.
Prepare and submit zoning and permitting applications; monitor progress and respond to jurisdictional requests.
Partner with design teams to produce permit drawings and construction documents for nodes, power, and OSP builds.
Provide timely system updates and clear communication to internal and external stakeholders.
Serve as entitlement lead in customer meetings; act as SME on state and local telecom codes.
Understand and articulate details of Federal Wireless Facilities Deployment legislation (e.g., Sec. 6409(a), FCC Orders).
Liaise between internal teams and municipalities to ensure compliance with permit and construction approvals.
Track and report financials related to zoning and permitting; ensure reimbursable expenses are collected.
Support closeout of building permits at construction completion.
Build and maintain relationships with municipalities (planning/zoning staff, inspectors, councils, neighborhood groups).
Represent the company at municipal meetings to secure zoning approvals.
Support internal legal teams on agreements and compliance matters.
Provide permitting research and advice to internal stakeholders.
Bachelor's degree in Business, Planning, or related field, or equivalent work experience.
Minimum 2 years of experience in Planning, Zoning, Land Use, or Wireless Industry (or relevant military/corporate experience).
Strong zoning and permitting background with proven municipal interface.
Ability to work effectively in a corporate, cross-functional environment.
In-depth knowledge of planning/zoning codes and regulations impacting site development.
Skilled in presenting to public bodies and governmental entities.
Familiar with zoning application requirements and public hearing processes.
Ability to interpret construction plans, standards, terminology, and surveys.
Strong organizational skills with ability to manage multiple tasks/projects simultaneously.
Problem-solving orientation with ability to recommend alternatives.
Proficiency in MS Office (Excel, Word, PowerPoint); database/system experience preferred.
Excellent written and verbal communication skills; strong attention to detail.
Ability to comprehend contracts, agreements, and title documentation.
Hybrid role: part remote, part office-based (Conshohocken, PA or Columbia, MD).
Some local travel to municipalities/jurisdictions required.
Must have a valid driver's license.
