Description

The Network Specialist 2 position is responsible for the administration, supervision, maintenance and implementation of the agencys IT network, servers and security systems. Duties include operational activities for the hardware, software, and network and communications equipment within the Information and Communication Technology infrastructure; supervision of the client database and various standard productivity applications; communications and help-desk support to all levels within the agency.

This position supports the technology systems that keep agency operations running smoothly and safely. You will play a key role in maintaining hardware, software, networks, and specialized applications across multiple locations. As a Job Network Specialist 2, you will perform the following duties:

  • System Oversight: Monitor and maintain hardware, software, communications equipment, and remote network operations
  • User Support: Assist agency staff with software and hardware issues and provide training when needed
  • Documentation Management: Maintain accurate records of configurations, maintenance agreements, cabling, and problem resolutions
  • System Planning: Prepare for system expansion by evaluating hardware and software needs and completing capacity planning
  • Technical Coordination: Work with outside providers to support data exchange, programming, and specialized system functions
  • Administration Duties: Manage user access, specialized systems, agency reports, and budget file uploads and downloads

Essential Duties and Responsibilities

  • Ensures backup systems operate effectively for files, programs and licensed programs;
  • Facilitates, provides support and manages a multitude of internal and web based applications such as (Office 365, CAPS, JNET, etc);
  • Installs and schedules upgrades and security backups of hardware and software systems;
  • Oversees the smooth running of all systems, including anti-virus software, print services and email provision;
  • Programming, maintenance and setup of County Mitel VoIP telephone system for each employee.
  • Manages the Agency website upon request and trains support staff for program use;
  • Mentors and trains new support staff with software and hardware problems;
  • Keeps current with the latest technologies
  • Covers virtual meetings as needed
  • Other duties as assigned

Required Knowledge, Skills and Abilities

  • Knowledge of the principles and practices of network communications.
  • Knowledge of industry standards and protocols, concepts, and best practices of network communications systems.
  • Knowledge of the functions and capabilities of network hardware and software in a network environment
  • Knowledge of the processes and procedures involved in the installation and configuration of network hardware and software in a network environment.
  • Knowledge of the process of installing and configuring hardware and software on desktop computers and peripherals.
  • Knowledge of troubleshooting techniques in a network environment.
  • Knowledge of network security industry standards and best practices.
  • Knowledge of scripting used in a network environment.
  • Knowledge of physical cabling and wiring specifications.
  • Ability to read and interpret technical computer manuals, procedures, and specifications.
  • Ability to communicate effectively orally.
  • Ability to communicate effectively in writing
  • Ability to establish and maintain effective working relationships.

ELIGIBILITY - ALL CANDIDATE{S):

1.) Meet the minimum experience and training (METS) required for this position:

One year of experience as a Network Specialist 1 or Network Specialist 1 (LG); or

Two years of information technology experience that includes one year of technical experience in network operation or network maintenance, and an associates degree in any information technology field; or Four years of information technology experience that includes one year of technical experience in network operation or network maintenance; or An equivalent combination of experience and training that includes one year of technical experience in network operation or network maintenance.

2.) Be a resident of Pennsylvania.

3.) State Civil Service Commission Approved Additional Special Requirements: None

4.) Must be eligible for selection in accordance with Civil Service rules.

ELIGIBILITY - COMPETITIVE PROMOTION WITHOUT EXAMINATION ONLY: CLASS RESTRICTIONS:

1.) Have held regular civil service status in the following classifications:

  • Network Specialist 1

SELECTION CRITERIA:

1.) Meet the minimum experience and training required for the job.

2.) Meritorious Service, defined as:

  • The absence of any discipline above the level of written reprimand during the 12 months preceding the closing date on the posting.
  • The last due overall regular or probationary performance evaluation was higher than unsatisfactory.

3.) Seniority, defines: A minimum of twelve months in the next lower class(es) by the closing date of this posting 05/17/2026.

I. Medical Insurance

The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. The employee may also elect to opt out of the Countys medical insurance if proof of coverage is provided. Under this arrangement, the employee is provided with an annual opt out payment.

III. Dental Coverage

IV. Life Insurance

A $50,000 life insurance policy is afforded to full-time employees, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement.

V. Retirement

All full-time employees and part-time employees working more than 1,000 hours per year qualify for Luzerne County retirement benefits, in which employees must contribute 5% of their earnings, and may choose to add to an additional voluntary contribution, not to exceed an additional 10%.
