This occupational series comprises Senior Intelligence Service positions concerned with executive leadership, management, and oversight responsibilities for the collection, analysis, production, and dissemination of information and initiatives that directly or indirectly affect national security. Such work requires exceptional direction, coordination, and integration of critical and complex intelligence programs, program segments, projects, or related support infrastructure.
Typically, incumbents of executive manager positions are held accountable for the formulation and success of specific programs or projects; monitor progress toward organizational goals and periodically evaluate and make appropriate adjustments to such goals; supervise the work of subordinate employees; and exercise important policy-making, policy-determining, or other executive functions.
The Executive Manager:
The Office of Inspector General (OIG) provides independent oversight of agency functions in support of the National Reconnaissance Office's (NRO) mission. The OIG is charged with ensuring that agency operations are carried out in an effective and efficient manner. The OIG also seeks to detect and deter fraud, waste, abuse and mismanagement through various audits, inspections, evaluations, reviews, and investigations. The OIG advances the mission by providing its findings and recommendations expeditiously to the Director and related stakeholders. The Counsel to the IG is a direct report to the Presidentially Appointed, Senate Confirmed Inspector General (IG) and with the IG, keeps the Director of NRO and Congress fully and currently informed about matters relating to execution of NRO programs and operations.
The OIG is seeking an attorney to serve in a senior executive position as the Counsel to the Inspector General (IG) and Deputy IG and an advisor to the staff auditors, investigators, inspectors, and data analysts. The counsel to the IG requires a thorough understanding of the Intelligence Community (IC) and applicable laws and statutes under which the NRO OIG executes its statutory responsibilities imposed by the IG Act of 1978, as amended. The primary responsibilities of the General Counsel include: providing independent and expert advice to the Inspector General and Deputy Inspector General on all legal issues that pertain to or arise from the function and authorities of the IG, keeping OIG leadership fully and currently informed about legal issues affecting IG duties, evaluating compliance with laws, rules, Presidential Directives, Executive Orders, and applicable regulations, representing the Inspector General or Deputy Inspector General externally in dealings with other agencies and departments, and supervises other associate counsel(s) on the team.
