SUMMARY

Provide support to the Air Force Security Forces Center (AFSFC) Chief of Integrated Base Defense Security Systems, force protection, and the integration of technology initiatives for Protection Level (PL) 1-4 AF bases under the Air Force Installation Base Defense Security Systems (IBDSS) program, which includes command, control, and display systems, explosion detection equipment, access control systems, video assessment and surveillance systems, non-lethal weapons, and active and passive delay and denial systems. Responsible for system and equipment upgrades, including commercial off-the-shelf (COTS) and government off-the-shelf systems (GOTS) that are considered replacements for fielded systems by Air Force (AF) operational commands.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Support S5G in analyzing existing sensor systems through tests and realistic scenarios which cover the capabilities of infrastructure, modeling and simulation tools, data management and analysis tools, analytical methodologies and techniques used to support test and evaluation. These activities may include surveying the community for leading technologies that are needed for test and evaluation (T&E).
  • Conduct site surveys of PL-1 areas while working to maintain or enhance security/force protection technology efforts.
  • Provide oversight for the United States Air Forces in Europe (USAFE) physical security enhancement projects (I-PLAN). Subject matter expert for several nuclear security locations.
  • Responsible for program management of the Weapons Storage Security System (WS3) projects for all of USAFEs nuclear security programs.
  • Evaluate and make recommendations to include courses of action, criteria, and timelines to meet initiative objectives to incorporate modifications to existing plans/programs/projects in response to changes to sensor systems, Remote Targeting Engagement System (RTES).
  • Design physical protection systems. Identify existing physical protection elements for potential upgrading or design a new protection system, using elements of detection, delay, and response.
  • Determine physical protection system objectives; study existing facility/plans to learn operation.
  • Perform analysis of required capabilities that include identifying needs, documenting existing capabilities, identifying shortfalls, performing trade-off analyses, and recommending approaches to solve issues.
  • Evaluate nuclear security units and their ability to effectively implement required security measures to protect PL-1 resources.
  • Provide support to compile data, write reports, and perform detailed security system analyses while monitoring, developing and fielding sensor systems to support IBDSS.
  • Develop accreditation packages.
  • Coordinate training for personnel in the operation and maintenance of sensor systems and their instrumentation.
  • Conduct a systematic evaluation in which a performance criteria-based approach is used to measure the effectiveness of physical security systems employed across a broad spectrum of targets and against a wide range of potential threats.
  • Evaluate the use of modeling and simulation as an evaluation tool for design implementation.
  • Create operational schedules that integrate with program and inspection schedules.
  • Review and document lessons learned and test methods used to evaluate similar systems.
  • Develop test concepts, support program and technical reviews, develop test plans, establish deficiency reporting, support test readiness reviews, and develop briefings.
  • Develop inputs for test documentation such as T&E plans, execution documents that address operational effectiveness, suitability, and assessment objectives.
  • Assist in developing measures of effectiveness (MOE), measures of performance (MOP), and measures of suitability (MOS).
  • Review test procedures, evaluation methods, data management, instrumentation, and schedules. Submit your analysis to S5G with a recommendation to either approve/accept or deny/reject.
  • Resource and identify candidate operators and maintainers to support operational test and requirements.
  • Support program, technician and test readiness reviews.
  • Perform site surveys on potential project sites and prepare project requirements such as defining site-specific installation, integration, preparation of environmental permit plans, and integration of equipment with systems available from other agencies or host areas.
  • Provide field support such as deployment/redeployment, scheduling of all resources, and overseeing general field needs to achieve stated program objectives.
  • Develop IBDSS program briefings and debriefings and review and update IBDSS program documentation.
  • Prepare and deliver written reports on system software validation and verification, test results, and effectiveness, suitability, and operational impact of the system, when necessary. Submit reports on meetings and conferences conducted or attended that include attendees, topics of discussion, decisions and issues pending for each event.
  • Prepare detailed plans, as needed, or obtain from SF Program Managers budgets and schedules for assigned programs/projects, and participate in the fiscal program/project planning.
  • Support strategic planning and out-year financial planning activities; the Program Objective Memorandum (POM) to improve the direction and focus of programs and projects.
  • Evaluate and recommend courses of action, criteria, and timelines to meet initiative objectives to incorporate modifications to existing plans/programs/projects in response to changes to sensor systems.
  • Conduct documentation coordination with required agencies to meet suspense.
  • Provide service support and coordination for the execution of USAF activities.
  • Attend program reviews.
  • Participate (i.e., teleconference) in S5R designated meetings.
  • Develop and coordinate Financial Documentation.
  • Provide input to S5R with respect to AF interests/issues to include funding for AF manpower/contractor support requirements/travel requirements.
  • Conduct site visits as needed.
  • Maintain regular and punctual attendance.
  • Perform other duties as assigned.
