This position is exempt from Career Service under the CCH Personnel Rules.

Job Summary

The Nurse Manager, Registry will provide direction and administrative leadership to nursing staff. The position may be required to float to various departments and Cook County Health (CCH) worksites, as needed, during the scheduled shift. All decisions and actions are within the established CCH guidelines and standards for patient care. The position is limited to a maximum of twenty (20) hours per week, as needed.

General Administrative Responsibilities

Collective Bargaining

  • Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals

  • Participate in collective bargaining negotiations, caucus discussions and working meetings

Discipline

  • Contribute to the management of CCH staff and CCH' systemic development and success

  • Discuss and develop CCH system policy and procedure

  • Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements

  • Work with Labor Relations to discern past practice when necessary

Supervision

  • Direct and effectuate CCH management policies and practices
  • Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements

Management

  • Contribute to the management of CCH staff and CCH' systemic development and success
  • Discuss and develop CCH system policy and procedure
  • Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
  • Work with Labor Relations to discern past practice when necessary

Typical Duties

  • Provides daily guidance to staff throughout various departments and CCH work sites regarding patient care delivery and problem solving.
  • Ensures nursing staff follows accurate and complete documentation procedures at all times.
  • Monitors compliance with standards of care established for patients by conducting patient observations, reviewing verbal reports and written documentation.
  • Conducts hospital rounds, investigates problems, complaints and policy violations, documenting incidents and taking appropriate action to ensure the effective and efficient operation.
  • Utilizes care management system to facilitate patient flow through the system.
  • Follows up as necessary, with patient complaints, quality or process problems, and make recommendations for future preventative measures.
  • Identifies opportunities for process improvement and initiates improvement efforts within the unit to increase and exceed unit performance measures, in collaboration with interdisciplinary team.
  • Demonstrates and promotes awareness of patient care rights.
  • Maintains a safe, culturally sensitive, and caring patient environment that is reflective of CCH standards, as well as patient and family expectations.
  • Works with appropriate departments to ensure proper maintenance of unit medical equipment including life sustaining equipment.
  • Intervenes when an immediate threat to life or health, damage to equipment or buildings is posed that could result in the injury of patients, visitors or staff.
  • Collaborates with nursing leadership for initiating Emergency Response Procedures and activates the Emergency Management System for External Emergencies, including all drills for Homeland Security response plans, Hazardous Materials Response Plans, Fire, and Post-Operative Recovery Power, when applicable. During an emergency may authorize the use of equipment that would otherwise be unauthorized, when applicable.
  • Perform other duties as assigned or as needed to support the continuity of care.

Minimum Qualifications

  • Bachelors of Science in Nursing from an accredited college or university is required (must provide official transcripts at time of interview)

  • Must be licensed as a Registered Professional Nurse in the State of Illinois required.(Must provide proof at time of interview)

  • Five (5) years of nursing experience, required.

  • Three (3) years of nursing experience as a nurse manager, house administrator, supervisor, coordinator, charge nurse or higher nursing role within the last five (5) years, required.

  • Current Basic Life Support (BLS) Certification from the American Heart Association or American Red Cross. required. (Must provide proof at time of interview)

  • Must be able to float to various department, as needed during the scheduled shift, required.

  • Must be able to travel to work sites throughout Cook County providing own means of transportation, required.

Physical and Environmental Demands

This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
