Position Summary

The Nurse Manager is responsible for the clinical, administrative, and operational oversight of the Stewart Lee Udall Wellness Center within the Department of the Interior (DOI). This leadership role supports employee health, occupational wellness, emergency preparedness, and clinical operations for DOI employees and building occupants.

The Nurse Manager provides direct nursing care, supervises wellness center operations, ensures compliance with federal occupational health standards, coordinates employee wellness initiatives, and collaborates closely with the Occupational Safety, Health and Environmental Branch (OSHE), federal leadership, and the Department Medical Officer.

This position requires strong ambulatory or occupational health experience, operational leadership skills, and the ability to manage wellness programs within a federal healthcare environment.


Key Responsibilities

Clinical & Operational Leadership

  • Manage the day-to-day operations of the Stewart Lee Udall Wellness Center
  • Deliver ambulatory nursing services including assessment, treatment, triage, and wellness support
  • Conduct patient histories, screenings, and nursing evaluations using current evidence-based nursing practices
  • Respond to workplace medical emergencies and provide immediate interventions until emergency transport is arranged
  • Coordinate clinical workflows, staffing coverage, scheduling, and operational readiness
  • Ensure quality patient care and compliance with federal occupational health and nursing standards

Wellness Program Management

  • Lead and coordinate employee wellness initiatives and health promotion programs including:
    • Annual flu vaccination campaigns
    • Health fairs
    • Blood drives
    • Wellness seminars and webinars
    • On-site health screenings
    • CPR/AED training classes
  • Promote preventive healthcare, nutrition, exercise, and chronic disease management programs
  • Support employee recovery and return-to-work wellness initiatives

Administrative & Compliance Oversight

  • Maintain confidential employee health records in compliance with HIPAA and DOI regulations
  • Track and prepare monthly, semiannual, and annual wellness center reports and performance metrics
  • Ensure compliance with federal occupational health reporting requirements
  • Support quality assurance programs and coordinate external compliance audits
  • Manage incident reporting, emergency preparedness activities, and operational documentation
  • Coordinate security, badging, credentialing, and federal facility access requirements for wellness center personnel

Program & Facility Management

  • Oversee inventory, ordering, and management of medications, vaccines, medical supplies, and equipment
  • Manage medication dispensing in accordance with approved formulary guidelines
  • Conduct inspections to ensure operational readiness of wellness center equipment and systems
  • Manage and coordinate the building-wide Automated External Defibrillator (AED) program, including:
    • Monthly inspections
    • Equipment maintenance
    • Replacement of AED components
    • Employee AED/CPR training coordination
  • Oversee lactation room scheduling and administrative support services
  • Coordinate referrals, transfers, and consultations for conditions outside the wellness center scope of care

Collaboration & Leadership

  • Collaborate with the Department Medical Officer, OSHE staff, Security personnel, and federal leadership on health and safety initiatives
  • Provide leadership and operational guidance for wellness center activities and special events
  • Support after-hours federal events requiring medical and nursing support, including July 4th and high-level Secretarial events
  • Foster a culture of professionalism, patient-centered care, and continuous improvement

Minimum Qualifications

Education

  • Bachelor of Science in Nursing (BSN) from an accredited nursing program in the United States or Canada

Licensure & Certifications

  • Active, unrestricted Registered Nurse (RN) license in any U.S. State, District of Columbia, or U.S. Territory
  • Current Basic Life Support (BLS) certification for healthcare providers

Experience

  • Minimum of four (4) years of clinical nursing experience
  • At least one (1) year of experience in ambulatory care, occupational health, or employee health preferred
  • Minimum of two (2) years of supervisory, leadership, or charge nurse experience
  • Demonstrated experience managing clinic or wellness center operations preferred

  • Strong leadership and operational management skills
  • Expertise in ambulatory and occupational health nursing practices
  • Experience with emergency response and workplace health management
  • Knowledge of federal health compliance standards and healthcare documentation
  • Excellent communication, organizational, and interpersonal skills
  • Ability to independently manage multiple priorities in a federal clinical environment
  • Strong patient education and wellness promotion capabilities
  • Ability to safeguard Protected Health Information (PHI) and Personally Identifiable Information (PII)

Security & Compliance Requirements

Candidates must be able to:

  • Meet federal suitability and credentialing requirements
  • Successfully complete fingerprinting and security clearance processes
  • Complete all required federal information security and facility access training prior to assignment

Work Environment

This role is based within a federal occupational wellness center environment and may require:

  • Emergency medical response activities
  • Participation in after-hours special federal events
  • Coordination with federal leadership and security personnel
  • Compliance with federal workplace safety and security protocols

  • Base Year: June 3, 2026 June 2, 2027
  • Option Year 1: June 3, 2027 June 2, 2028
  • Option Year 2: June 3, 2028 June 2, 2029
  • Option Year 3: June 3, 2029 June 2, 2030
  • Option Year 4: June 3, 2030 June 2, 2031
