Summary
This is a professional position within Allegheny County Department of Human Services under the Office of Behavioral Health (DHS/OBH) that provides leadership and oversight, ensuring quality of services, and adherence to state regulatory requirements for adult mental health (MH) services contracted with DHS/OBH.  The Housing Manager identifies opportunities and works toward improving standards and efficiency of the delivery of these services.


Essential Duties and Responsibilities

  • Supports the Adult MH Administrator in project management, development, implementation and ongoing evaluation of initiatives and special projects.
  • Participates in problem solving for families and recipients of adult mental health services.
    Assisting with the sending/monitoring of housing referrals in Synergy; gathering updates for referrals and addressing any needs for follow up meetings, additional oversight, etc. Trying to ensure that the referral process is moving along in a timely manner, and assisting as needed with any technical issues.
  • Works with providers to submit referral reviews to administration when the algorithm scoring indicates an individual is not eligible for housing through the standard referral process in Synergy.
  • Develops a tracker that displays the housing program closures and provides weekly updates regarding each served individual involved with the closure process.
  • Participate in meetings that focus on the housing transitions with providers, offering supervision to the Community Integration Specialists to navigate the level of involvement that they are being directed to have with monitoring the well-being of individuals in the transitioning sites as well as new admissions (in person contact, phone calls, etc).
  • Regular participation in internal housing meetings to discuss open beds and how to fill them, ongoing planning for additional housing discussions regarding other levels of housing. Assisting with follow up an coordination with various potential referral sources regarding the available open beds.
  • Assists with feedback and provides a perspective on current housing levels and potential options for change and development.
  • Provides after hours on call support to the residential providers involved with the housing transition model. This may include returning calls and providing in-person support in the community if needed.
  • Communicates and collaborates with stake holders that includes the providers of the MH services system, utilizers of services, the Behavioral Health Managed Care Organization, licensing entities and DHS regarding process changes, system improvements and new models of support and delivery.
  • Provides guidance, training, and supervision for the team members.
  • Ensures quality of services and federal, state, and local licensure and regulatory compliance; providing technical assistance as needed. Examples of types of programs may include crisis residential, diversion services from inpatient services programs, residential programs and justice related services.
  • Utilizes data and analysis to inform decision making regarding transformation of the MH program services and determination of service needs.

Education/Experience Requirements

Master’s degree in human services or a related field, plus at least 2 years of related experience in the Mental Health field.
-OR-
Bachelor’s degree in human services or a related field, plus at least 4 years of related experience in the Mental Health field. Must have two years of Management/supervisory experience

Any equivalent combination of education and experience which provides the required knowledge, skills and abilities.

Act 33 and 34 clearances.


Salary and Benefits
The salary for this position is $75,000.00 per year.
