    Description

    Position Summary

    Leads the complete delivery of the FAA OBIWAN System Maintenance task order and serves as the primary contractor interface to the FAA Contracting Officer, Contracting Officer's Representative (COR), ABP-330 Program Office, and other authorized stakeholders. The Program Manager is accountable for program control, staffing, schedule, quality, risk, financial performance, transition, customer communications, deliverables, and coordinated execution across software, database, integration, infrastructure, cybersecurity, and user-support workstreams.

    Essential Duties and Responsibilities

    • Establish and maintain the formal program organization, governance structure, decision authorities, communications plan, and management controls required to execute all contract tasks.
    • Serve as the primary interface with the FAA and ensure that technical direction, priorities, and requests remain within the authorized contract scope; promptly elevate potential changes affecting scope, cost, schedule, or performance.
    • Develop, submit, maintain, and obtain approval of the Project Management Plan (PMP), including the work breakdown structure, integrated schedule, milestones, dependencies, staffing plan, resource allocation, risk approach, performance metrics, quality controls, and rationale for project organization.
    • Develop and maintain project schedules and delivery calendars; monitor progress, identify potential delays, adjust resources, and ensure schedule changes and deliverable dependencies are controlled and communicated.
    • Lead contract transition activities, including the Kick-Off, staffing phase-in, incumbent coordination, knowledge transfer, Government-furnished property inventory, continuity planning, transition metrics, and transition-out planning.
    • Prepare and submit accurate Monthly Status Reports that address accomplishments, work in progress, planned activities, hours by task/labor category/personnel, deliverable status, staffing, subcontractor status, risks, corrective actions, action items, and financial performance.
    • Plan and conduct monthly Program Management Reviews; deliver customer-ready briefing materials before each meeting and accurate minutes, action items, issues, decisions, and resolutions afterward within required timeframes.
    • Develop, implement, and maintain the Quality Control Plan; ensure peer reviews, test traceability, acceptance criteria, performance measurement, audits, defect prevention, corrective actions, and continuous improvement are executed across the team.
    • Maintain an active risk and issue register; lead root-cause analysis and corrective/preventive action when performance, schedule, security, quality, staffing, or service-level risks emerge.
    • Manage staffing, workload distribution, employee performance, subcontractor performance, coverage, succession planning, retention, cross-training, and backup assignments to sustain uninterrupted operations.
    • Monitor firm-fixed-price performance, labor utilization, budgets, funding, deliverable acceptance, and cost control; provide timely internal and customer reporting without compromising contract compliance.
    • Integrate Agile/DevSecOps delivery, configuration management, release management, database/infrastructure operations, security compliance, and service management into one coordinated operating model.
    • Ensure the team provides the early-morning data-load/reconciliation coverage, proactive monitoring, production-release support, and incident response required by the OBIWAN mission.
    • Enforce compliance with FAA security, privacy, Public Trust, records-management, accessibility, acceptable-use, supply-chain, non-public information, and Government-property requirements.
    • Maintain complete and audit-ready program records, decisions, approvals, meeting documentation, deliverable versions, performance evidence, and correspondence.

    Required Technical and Professional Competencies

    • Advanced program and project management knowledge for federal information-technology operations and maintenance programs.
    • Demonstrated ability to manage multidisciplinary teams supporting enterprise applications, Oracle technologies, data integration, infrastructure, cybersecurity, and user services.
    • Strong command of integrated scheduling, risk management, quality assurance, financial tracking, staffing management, performance measurement, and customer reporting.
    • Working knowledge of Agile development, FAA-style SDLC controls, DevOps/DevSecOps, configuration management, release management, IT service management, and cybersecurity governance.
    • Exceptional written and verbal communication, including executive briefings, plans, status reports, minutes, corrective-action plans, and customer correspondence.
    • Ability to exercise independent judgment, prioritize competing mission demands, resolve ambiguity, and make timely decisions within contract authority.
    • Ability to build effective relationships with Government personnel, corporate support functions, subcontractors, technical specialists, and geographically dispersed users.

    Minimum Education and Experience

    • Bachelor's degree in information technology, computer science, engineering, business, project management, or a related field; directly relevant experience may substitute for a portion of formal education.
    • At least eight years of progressively responsible experience managing IT operations, enterprise application sustainment, systems integration, or comparable federal programs.
    • At least three years of experience leading multidisciplinary technical teams and managing performance, staffing, quality, risk, schedule, and customer communications.
    • Experience delivering recurring program-management plans, schedules, status reports, financial reports, program reviews, quality-control activities, and transition deliverables.
    • Experience managing fixed-price service delivery and subcontractor or teammate performance is strongly preferred.

    Preferred Qualifications

    • Project Management Professional (PMP) or equivalent program-management credential.
    • Prior FAA, Department of Transportation, or federal financial-systems experience.
    • Experience with Oracle analytics, Oracle databases, enterprise data integration, ServiceNow, JIRA, Git, Jenkins, or comparable tools.
    • Experience managing CMMI-aligned processes, Authority to Operate (ATO) sustainment, NIST-based security compliance, and Plan of Action and Milestones (POA&M) activities.
    • Experience leading incumbent transitions and maintaining uninterrupted operations during contract changeover.

    Certifications

    No certification is contractually mandated. PMP, PgMP, ITIL, CSM, SAFe, or comparable credentials are preferred when supported by relevant experience.

    Supervisory Responsibilities

    This position directly supervises or functionally leads the OBIWAN technical team and may oversee subcontractor personnel. The Program Manager assigns work, evaluates performance, coordinates training and cross-coverage, and recommends personnel actions consistent with ProSol policy.

    Work Environment and Physical Requirements

    Work is primarily performed in a remote office or Contractor facility using Government-furnished and company-provided technology. The position requires extended computer use, frequent virtual meetings, sustained attention to detailed technical and financial information, and occasional work outside normal hours. Travel may be required when pre-approved. The employee must be able to communicate effectively by telephone, video conference, and written media.

    • Program risks, staffing gaps, quality issues, and schedule threats are identified early and addressed through documented corrective action.

    • FAA stakeholders receive clear, accurate, and proactive communications with no unauthorized commitments or scope changes.
    • The team maintains Public Trust eligibility, required access, training compliance, documentation quality, and audit readiness.
