Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree in safety, industrial engineering, sciences or other acceptable field and experience equivalent to eighteen (18) months of full-time increasingly responsible professional occupational safety inspection work or acceptable related work.

OR

An associate degree in safety, industrial engineering, sciences or other related field and at least three and a half (3.5) years of occupational safety inspection work.

OR

An Associate/two year degree in safety, industrial engineering, sciences or other related field, two and a half years (30) months of full-time increasingly responsible professional occupational safety inspection work, and completion of TOSHA's 12 month internal apprenticeship program.

Necessary Special Qualifications: Must possess a valid vehicle operator's license.

Successful completion of initial basic Federal Occupational Safety and Health Administration (OSHA) courses is required.

Overview

Under general supervision, is responsible for professional occupational safety inspection work of considerable difficulty and performs related work as required. This is the advanced-working level class in the Occupational Safety Specialist sub-series. An employee in this class performs complex technical consultative or regulatory inspections. This class differs from the Occupational Safety Specialist 2 in that an incumbent of the latter performs at the working level. This class differs from and Occupational Safety Specialist Supervisor in that an incumbent of the latter performs at the first supervisory level.

Responsibilities

1. Handles complaints, resolves complex disputes, and provides expert guidance on a wide range of occupational health and safety issues in both public and private sector facilities. Ensures regulatory compliance through in-depth technical assessments and corrective action recommendations.

2. Communicates clearly and effectively with employers, employees, legal representatives, and other stakeholders through written reports, official correspondence, and verbal presentations. Demonstrates mastery in using Microsoft Office Suite, Adobe Acrobat, and agency-specific databases and software platforms for documentation, inspection tracking, and data management.

3. Conducts workplace inspections of high complexity and sensitivity to identify hazards, evaluate risk, and determine compliance with occupational safety and health standards. Prioritizes caseload, ensures timely report submission, and provides expert-level support during in-formal conferences and settlement discussions.

4. Analyzes technical data, sampling results, and investigative findings to determine regulatory violations or non-violations. Prepares clear, legally defensible documentation and case files for potential enforcement action.

5. Maintains expert-level knowledge of OSHA standards, federal/state regulations, policy directives, and technical manuals (e.g., FOM, CPPM). Research evolving trends in occupational safety to inform best practices and program development.

6. Ensures accurate selection, calibration, maintenance, and use of safety and health equipment.

7. Represents the agency in outreach efforts, including training sessions, presentations, and promotional activities to encourage voluntary compliance and use of consultation services.

8. Provides mentoring, field training, and technical guidance to lower-level Occupational Safety Specialists. Reviews reports, answers procedural and technical questions, and contributes to the development of training materials.

9. Performs additional functions in support of the division's mission, including emergency response, cross-functional initiatives, and special projects.

10. Other duties as required.
