Posting Details:

Salary: $54,000 - $58,000

Grade 20

Salary determined by experience.

Job Summary:

Within the Office of Manufactured Housing Division, this position is responsible for the inspection of all installation activity and enforcement of State and Federal laws and regulations with regard to the installation of manufactured homes, mobile homes, factory-built buildings and accessory structures. This includes the inspection of structures, soil, foundation, utility connections, proper design and structural plan application, and the issuance of occupancy clearances. Other duties as assigned. These functions support the Agency''s mission to maintain standards of quality and safety for the occupants of these regulated structures.

Job Duties:

Within the Office of Manufactured Housing division, this position is responsible for the inspection of all installation activity and enforcement of State and Federal laws and regulations with regard to the installation of manufactured homes, mobile homes, factory-built buildings and accessory structures. This includes the inspection of structures, soil, foundation, utility connections, proper design and structural plan application, and the issuance of occupancy clearances. These functions support the Agency''s mission to maintain standards of quality and safety for the occupants of these regulated structures.

Responsibilities include:

• Train and mentor licensees who perform the installation work in the field and other entities involved in the industry.
• Frequent interaction with licensees, public, and local jurisdictions, to include, communicating and collaborating with ISA partners, building officials and design professionals as needed.
• Inspect and audit manufactured home installations for compliance with HUD Manufactured Home Construction and Safety Standards, the Manufactured Home Installation and Storage Standards, Manufactured Housing Installation Rules and Regulations, structural plans, and as required by Arizona Revised Statutes and Arizona Administrative Code, Title 4, Chapter 34.
• Inspect the installation of mobile homes and factory-built buildings for compliance with the requirements of structural plans, Arizona Revised Statutes and Arizona Administrative Code, Title 4, Chapter 34. Factory built building installations can include multi-level structures with hundreds of modular units within each building. Extensive experience and attention to detail, application of building codes and industry knowledge is required on a daily basis in order to ensure safe conditions for the consumers and occupants of these structures.
• Schedule daily inspections and author reports to reflect the results of inspections and maintains records of inspection and investigation activity. Verify homes subject to relocation meet the qualifications to receive assistance from the State''s Relocation Fund. Investigate and research consumer complaints as defects are identified. This includes inspecting the deficiency and assigning responsibility for modification and correction in order to achieve safe conditions.
• Conduct habitability inspections of mobile homes required to comply with Rehabilitation requirements of Arizona Revised Statutes and Arizona Administrative Code, Title 4, Chapter 34. Train and mentor licensees who perform the installation work in the field and other entities involved in the industry. Communicate and collaborate with ISA partners as needed. Identify and investigate unlicensed activities which requires the interpretation and application of building codes, Federal regulations, State rules and statutes.
• Other duties as assigned.

Knowledge, Skills & Abilities (KSAs):

Reliable, high-speed internet access is required for remote positions.

Valid Arizona Driver's License; International Code Council (or equivalent) certification in an appropriate category at time of hire or within one year of hire date. Experience with general and manufactured housing/factory-built building construction and installation methods; field experience as a construction superintendent/foreman or journeyman.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program. New ASRS members will have a 27-week waiting period for membership. The ASRS defined benefit plan provides for life-long income upon retirement.
