JOB SUMMARY
Serves as Office Services staff for the Permit Center by performing clerical and bookkeeping duties as may be required by the Building Commissioner and Assistant Director for Planning.
 
PRINCIPAL DUTIES AND RESPONSIBILITIES
  • Serves as staff in the Permit Center: including issuing permits at the counter and online, answering phone calls and emails in a professional and timely manner, taking in payments, and providing excellent customer service.
  • Prepare Code Enforcement violation letters and tickets.
  • Issue all Building Permits, Electrical Permits, Mechanical Permits, Plumbing Permits, and Zoning Permits
  • Log in plans for upcoming building projects for Plan Review.
  • Annual registering of HVAC, Electrical, Plumbing, Demolition, and Sign contractors and contractors licensing and reciprocations
  • Annual registrations of Rental Properties and scheduling inspections.
  • Completing assigned Public Record Requests.
  • Attend, record and transcribe the monthly Commission meetings.
 
OTHER DUTIES AND RESPONSIBILITIES
 
  • Prepare mass mailings when necessary.
  • Prepare legal documents and packets for Hearings and Commission meetings (Board of Zoning Appeals, Historic Commission, and Plan Commission).
  • Process Accounts Payables and Receivables.
  • Organize and schedule meetings, maintain department email and mailing lists, and maintain project files for the departments.
  • Backup for zoning approval of building and zoning permits
  • Process all ticket dismissals and deferrals.
  • Order office supplies and negotiate prices with vendors for purchases.
  • Document Imaging Prepping and Scanning as needed.
  • Cash collection.
  • Assist Department staff as needed
 
EDUCATION AND EXPERIENCE
  • High school diploma or equivalent required.
  • Valid Indiana driver's license required.
  • One (1) year office/clerical and receptionist experience.
 
KNOWLEDGE, SKILLS,  AND ABILITIES
  • Excellent customer service and interpersonal skills.
  •  Ability to remain calm and professional when interacting with difficult or upset individuals.
  • Knowledge of general office procedures.
  • Ability to operate telephone system and transfer calls with speed and accuracy.
  • Ability to communicate effectively and tactfully with the general public, Department Heads and fellow employees.
  • Ability to understand and follow instructions of a routine nature.
  • Technical skills regarding Building and Code is preferred.
  • Ability to do basic bookkeeping.
  • Knowledge of all Microsoft Office applications.  Certification preferred.
  • Ability to type at a minimum speed of 65 wpm.

  • Ability to read, write, interpret and verbally give instructions
  • Clarity of vision with or without correction.
 
WORKING CONDITIONS
The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Work is performed during Elkhart City Office hours of 8:00 a.m. to 5:00 p.m. The noise level in the work environment is usually moderate.
