Job Description

The Maine Public Utilities Commission (MPUC) is seeking an experienced administrative professional to provide confidential, senior-level support to Commissioners and agency leadership. This position requires discretion, professionalism, and the ability to manage complex and sensitive information related to regulatory, personnel, and executive matters. The Office Specialist II supports Commission deliberations, hearings, rulemaking activities, and administrative operations in a fast-paced, regulatory environment.

Work Activities
  • Provide confidential administrative support to Commissioners, including managing priorities, communications, and preparation of decision-making materials.
  • Prepare, organize, and securely distribute case binders, deliberation materials, and other sensitive documentation.
  • Coordinate hearings, meetings, and Commission proceedings, including scheduling, logistics, and transcription services.
  • Serve as lead for audio, visual, and livestream technology for Commission meetings, ensuring proper functioning and compliance with public access requirements.
  • Manage agency travel, including planning, expense review and approval, and staff training on State travel policies.
  • Administer time and attendance processes; monitor compliance and notify leadership of discrepancies.
  • Assist with human resources functions such as recruitment, onboarding, and compliance with personnel and confidentiality policies.
  • Support legal and regulatory dockets, case management, document review, and coordination with legal and analytical staff.
  • Coordinate rulemaking activities under the Maine Administrative Procedure Act, including filings, workflow management, and public notices.
  • Collaborate with administrative staff to ensure continuity of operations and provide backup support during peak workloads or staff absences.

Knowledge, Skills, and Abilities
  • Knowledge of office administration and executive support procedures.
  • Understanding of confidentiality requirements and ability to manage sensitive information.
  • Ability to organize and prioritize multiple assignments under tight deadlines.
  • Familiarity with regulatory, legal, or quasi-judicial processes.
  • Strong written and verbal communication skills.
  • Technical proficiency with office software, virtual meeting platforms, document management, and audio/visual technology.
  • Ability to exercise independent judgment and maintain professional discretion.
  • Collaborative and adaptable team member.

MINIMUM QUALIFICATIONS:

Training, education, or experience in administrative support work that demonstrates 1) competency in applying a proficient knowledge of modern office practices to perform advanced administrative support tasks at the statewide level that are broad in scope or functionally diverse, and 2) the ability to use independent judgment, initiative, and decision making on complex administrative matters. All positions in this classification assume the qualifications of: Office Assistant I, Office Assistant II, Office Associate I, Office Associate II and Office Specialist I.

Preferred Qualifications
  • Experience supporting a regulatory board, commission, or quasi-judicial body.
