We are seeking an On-Site Manager to lead and manage the team at the Environmental Protection Agency (EPA) Region 10 (R10) Regional Office (RO) in Seattle, WA. Some travel may be required to oversee services supporting EPA Region 10 field offices located in Washington, Oregon, Idaho, and Alaska, as required. Working hours are 40 hours per week, 8 hours per day within core hours from 6:30 AM to 4:30 PM. This position is contingent upon award of contract.

So, what will the On-Site Managerat Terrestris do?

The On-Site Manager will be a key personnel position for the EPA R10 RO: Facilities Support Services contract. The On-Site Manager is the “primary” contractor contact for the EPA's Contracting Officer's Representative (COR). The On-Site Manager leads the on-site team, manages workflows and oversees the execution of all contract actions under the technical direction of the COR or the Contracting Officer (CO). This position is contingent upon contract award.

What does a typical day look like for an On-Site Manager?

You will:

  • Lead all contract operations as the primary point of contact for the EPA COR, directing personnel, coordinating work assignments, monitoring performance, and ensuring timely execution of all contract requirements.
  • Manage administrative and facility support services, including mail operations, supply operations, copy and print production, graphics services, property accountability, shipping and receiving, conference room setup, public outreach equipment, and miscellaneous facilities support services.
  • Oversee vehicle and fleet management services, including fleet reservations, vehicle checkout, inspections, preventive maintenance coordination, driver qualification verification, mileage reporting, accident reporting, parking management, fleet asset tracking, and Fleet Commander system administration.
  • Monitor contract performance by tracking service metrics, preparing required reports, maintaining operational records, implementing quality control procedures, and ensuring compliance with the PWS, QASP, and EPA policies and procedures.
  • Coordinate staffing, customer support, and contract administration activities by supervising personnel, resolving operational issues, maintaining communication with Government stakeholders, supporting personnel credentialing, and ensuring uninterrupted service delivery across EPA Region 10 facilities.

What qualifications do you look for?

You might be the professional we're looking for if you have:

  • Authorization to permanently work in the United States without sponsorship.
  • Ability to successfully complete a background investigation.
  • A minimum of (5) years of experience overseeing personnel performing all required facilities support services, including mail operations, conference room setups, copy/print production, graphics support, personal property, operations support and fleet vehicle support.
  • Demonstrated ability to administratively manage, track and report performance metrics.
  • Demonstrated experience managing support service contracts for similar size federal facilities.
