The Operation Support Analyst position directly report to the Operation Unit Director within the HIV/STD Section in Infectious Disease Prevention (IDP) Division; The scope of this position primarily spans the HIV/STD Section. This position performs highly advanced (senior-level) consultative services and technical assistance work; and is directly involved in addressing operational, reporting in Power BI, administrative, policy and procedures, and legal aspects of the programs primarily within the Operations Unit supporting HIV/STD, Prevention, Surveillance and Epidemiology functions.
This position carries forward the direction of the Operations Unit Director to assist with leadership and program staff in addressing complex issues. Provides input regarding strategic priorities and evaluation of priorities. Reviews regular business reports and tracks completion of goals. Identifies the need to address areas of concern that may be impeding success or to achieve programmatic goals. The ideal candidate will have a proven track record of working in partnership with other team members to drive strategy and results, embracing and solving specific challenges the organization faces, bringing fresh ideas to IDP, integrating mission and values into work practices, and leading in a fast-paced environment. The position will work under minimal supervision with considerable latitude for the use of initiative and independent judgment.
Employs a high level of judgment and decision making to ensure that program assignments are completed timely by coordinating with unit directors and program managers. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
INITIAL SCREENING CRITERIA:
EJF1: (40%) Analyzes federal and state regulations and legislation, program data, budget data, forecasts, and external vendor data on a regular basis to determine appropriate operational or administrative direction, contractor compliance, and program compliance. Interprets historical, current, and projected comprehensive technical reports and data to identify problems, causes, and areas for which procedural or system changes are indicated. Designs, evaluates, recommends, and approves changes to forms and reports. Reviews and prepares documents on behalf of Operation Unit Director leadership to include memorandum, reports, studies, and other briefing documents. Advises leadership and management on studies by identifying priorities and defining study scope, purpose, objectives, time frames, and resource requirements. Ensures timely approval of contracts, reports, correspondence, etc. Assists in the coordination, delegation, and tracking of various administrative assignments and/or activities within the IDP Division.
EJF2: (25%) Oversees developing strategic staffing plans for HIV/STD Programs and developing strategies for recruitment and increasing retention rates in these positions. Oversees, plans, and directs support staff to complete assignments and provide guidance using programmatic policies and procedures to complete assigned task on time. Work across organizational to solve problems and develop solutions to organizational issues for assignments. Compiles and analyzes data related to the area of responsibility and prepares reports for executive staff on results. Maintains effective communication with targeted program management and agency staff.
EJF3: (15%) Manages and coordinates strategic initiatives for the IDP Division, including research, analysis, project management, decision-making, stakeholder engagement, and communications. Reviews and evaluates new or improved business and management practices for application to operations.
FJF4: (15%) Supports the Leadership with communications and presentations; The scope of this position primarily spans the HIV/STD programs and work with Division Staff to complete assignments. Decisions include the appropriate information to be shared within communications to a variety of stakeholders and audiences.
EJF5: (5%) Other duties as assigned may include actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or COOP activation. Such participation may include an alternate shift patter assignment and/or location.
