The Opportunity:

Tetra Tech is adding a highly motivated and experienced Operational Environmental Compliance Project Manager to join our growing energy compliance practice. This team supports environmental compliance, ecological monitoring, mitigation implementation, restoration science, and adaptive management activities associated with utility-scale renewable energy generation and transmission facilities.

The successful candidate will manage environmental compliance projects during the post-construction operational phase of utility-scale energy facilities. Responsibilities include overseeing environmental monitoring programs, managing compliance reporting, coordinating with regulatory agencies, supporting mitigation implementation, and ensuring facilities remain compliant with permit requirements and environmental commitments.

Location: Pacific Northwest (Remote or Hybrid)

Your Role:

Project Management

  • Manage operational environmental compliance projects for utility-scale energy facilities.
  • Develop and manage project scopes, schedules, budgets, forecasts, and deliverables.
  • Coordinate multidisciplinary teams consisting of environmental scientists, biologists, restoration specialists, compliance staff, and subcontractors.
  • Monitor project performance and ensure projects are delivered safely, on schedule, within budget, and in accordance with client expectations.
  • Support proposal preparation, staffing plans, and project forecasting activities.

Environmental Compliance & Monitoring

  • Oversee implementation of operational environmental compliance programs.
  • Manage ecological monitoring programs including vegetation, noxious weed, wildlife, habitat, and soil monitoring efforts.
  • Support development and implementation of adaptive management strategies and mitigation plans.
  • Oversee compliance tracking systems, compliance matrices, and annual environmental reporting.
  • Support Stormwater Pollution Prevention Plans (SWPPP), Spill Prevention, Control, and Countermeasure (SPCC) plans, and other environmental compliance programs.
  • Evaluate monitoring results and develop recommendations for corrective actions or adaptive management measures.

Agency & Stakeholder Coordination

  • Serve as a primary point of contact for environmental compliance matters with clients and regulatory agencies.
  • Coordinate with local, county, state, and federal agencies regarding permit compliance requirements.
  • Support public outreach and stakeholder engagement activities as needed.
  • Interpret permit requirements and environmental commitments and communicate obligations to project teams.

Technical Leadership

  • Work with technical staff to design and implement monitoring protocols and adaptive management frameworks.
  • Provide technical oversight and quality assurance for environmental monitoring and reporting programs.
  • Review technical reports, compliance documentation, and mitigation plans.
  • Ensure technical deliverables meet company quality standards and regulatory requirements.

Team Leadership & Professional Development

  • Provide leadership, mentorship, and guidance to junior and mid-level staff.
  • Coordinate field staff, subcontractors, and contractors performing monitoring and compliance activities.
  • Support staff development and technical training initiatives.
  • Promote a strong safety culture and compliance with company procedures and industry standards.
  • Perform additional duties as required.

Required Qualifications:

  • Bachelor's degree in Biology, Ecology, Environmental Science, Rangeland Science, Natural Resources, or a related field.

  • 5-8 years of relevant professional experience.

  • Experience managing environmental compliance, ecological monitoring, mitigation, or restoration projects.

  • Demonstrated project management experience, including management of scopes, schedules, budgets, and project teams.

  • Strong understanding of environmental compliance requirements associated with utility-scale energy facilities.

  • Knowledge of federal and state environmental regulations, including:

  • Endangered Species Act (ESA) Sections 7 and 10

  • Bald and Golden Eagle Protection Act (BGEPA)

  • National Environmental Policy Act (NEPA)

  • State wildlife and environmental regulations

  • Strong communication, technical writing, and organizational skills.

  • Ability to work independently while collaborating with multidisciplinary teams.

  • Must possess a valid driver's license with a clean driving record without restrictions.

Preferred Qualifications:

  • Advanced degree in Biology, Ecology, Quantitative Ecology, Environmental Science, or a related field.
  • Experience supporting renewable energy, transmission, oil and gas, mining, or utility infrastructure projects.
  • Experience designing adaptive management frameworks and mitigation strategies.
  • Ability to translate complex monitoring data into actionable recommendations for clients and regulators.
  • Experience mentoring staff and managing subcontractors.
  • Experience preparing proposals, developing budgets, pricing scopes of work, and managing project financial performance.
  • Existing relationships with regulatory agencies in the Pacific Northwest.

Physical Demands & Work Environment:

  • Ability to travel periodically to project sites, agency meetings, and client locations.
  • Ability to work outdoors in varying weather and environmental conditions.
  • Ability to walk across active project sites and natural areas.
  • Combination of office, remote, and field-based work environments.

Compensation:

Pay commensurate with experience.

Pay Range: $95,000-$130,000 yearly

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience and demonstrated work experience in the above role; skills, certifications, and competencies that align to the specified role; geographic location; and education, as well as contract provisions regarding labor categories that are specific to the position.
