Title: Operations Analyst 3
Location: Vancouver, WA (Onsite)
Duration: 12-month Contract (with possible extensions up to 5 years)
Pay Range: $66.88 $70.11 per hour

Formulate and apply various modeling techniques and other optimizing methods using a computer to develop and interpret information that assists management with decision making, policy formulation, process development or other managerial functions. Frequently concentrates on collecting and analyzing data, tracking and analyzing workflow, and developing decision support documents. May develop and supply optimal time, cost, or logistics methodology for program evaluation, review, or implementation.

Position Responsibilities
  • Formulate simulation models of problems, relating constants and variables, restrictions, alternatives, conflicting objectives, and their various parameters.
  • Observe the current systems in operation and gather and analyze information about each of the parts of component problems, using a variety of sources.
  • Analyze information obtained from management to conceptualize and define operational problems.
  • Perform validation and testing of process models to ensure adequacy and reformulate models as necessary. Design, conduct, and evaluate experimental operational models in cases where models cannot be developed from existing data.
  • Collaborate with senior managers and decision makers to identify and solve a variety of problems and to clarify management objectives.
  • Break processes into their component parts and examine the relationships between them.
  • Define data requirements and gather and validate information, applying judgment and any applicable tests.
  • Study and analyze information about alternative courses of action to determine which plan will offer the best outcomes.
  • Prepare management reports defining and evaluating problems and recommending solutions.
  • Develop business methods and procedures, to implement solutions adopted by management.
  • Collaborate with others in the organization to ensure successful implementation of chosen problem solutions.

Position Requirements
Education & Corresponding Experience
  • A degree in Business Administration, Management, Accounting, Computer Science, Engineering, Organizational Development or a closely related field is preferred.
    • With an applicable Associate's degree, 10 years of experience is required
    • With an applicable Bachelor's degree, 8 years of experience is required.
    • Without an applicable degree, 12 years of experience is required.
  • Experience should be consistent with the specific requirements of operations analysis and progressively more technical in nature.
Required Technical Skills & Experience
  • Proficiency in automated data systems to include SharePoint and Visio and a high degree of efficiency in technical dynamics of software output (e.g. use of advanced printing such as to plotters, capabilities of cross-software embedding for purposes of presentations, technical webinars, etc.).
Preferred Skills & Experience
  • Experience coordinating and maintaining NERC CIP requirements for an electrical utility or comparable public or private utility facilities.
  • Experience with North American Electric Reliability Corporation, Critical Infrastructure Protection (NERC CIP) regulatory standards and requirements.
  • Experience with the Risk Management Framework and the 800 series of National Institute of Standards & Technology (NIST) Special Publications (in particular 800-37, 800-39, 800-53, 800-53A, and 800-115).
  • Knowledge of the application of Cyber Security practices within the Federal Environment or other electrical utility or comparable public or private utility facilities.
  • Certified Information Systems Security Professional (CISSP) or equivalent.
  • Information Technology Infrastructure Library (ITIL) Foundation Certification.
  • Technical writing and editing experience
