This position supports the California Department of Public Health's (CDPH) mission within the Office of Compliance (OOC) by providing administrative and operational support to ensure efficient program operations.

Under the direction of the Support and Accountability Unit (SAU) SupervisorI, the Operations and Personnel Analyst coordinates contract and procurement activities, supports personnel and hiring processes, tracks and monitors compliance requirements, and maintains accurate records and documentation. The incumbent serves in a liaison role with internal staff, Human Resources, control agencies, and external partners to support program functions and ensure timely completion of work.

The position also supports training compliance tracking, web content updates including accessibility requirements, Disability Advisory Committee (DAC) activities, and telework program coordination, while performing additional related duties as needed.

In July 2025, the State of California implemented the Personal Leave Program (PLP)2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Working Conditions

Telework Information

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH's Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee's designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

The CDPH Office of Compliance (OOC) leads department-wide efforts to ensure accountability, integrity, and the department's compliance with state and federal requirements. The OOC administers the department's internal audit program, facilitates external audit activities, conducts whistleblower investigations, and subrecipient audits of various federal grant funds. The OOC also manages the department's Equal Employment Opportunity Program and Workplace Violence Prevention Program, and conducts investigations related to discrimination, harassment, workplace violence, retaliation and denials of reasonable accommodations. The office also supports enterprise risk and compliance management activities for the department. The Support and Accountability Unit (SAU) within the OOC provides centralized administrative and operational support to ensure effective coordination and execution of activities across the OOC.
