Position Description

The Recreation Division operates over 50 recreation facilities including community centers, teen centers, pools, school-based learning centers, environmental learning centers, and boating and sailing centers. Programs include fitness and athletics, licensed childcare and preschool, swimming and boating, youth development and job preparation, academic enrichment, and more. Programs also serve older adults, people with disabilities, and immigrant and refugee communities. Current division priorities include workplace culture, racial equity and social justice, customer service excellence, safety, and performance management.

The Management Systems Analyst, Operations & Performance, supports the Recreation Division operations through workflow evaluation, systems analysis, data reporting, and organizational effectiveness strategies. This role collaborates with staff across community centers, aquatics, youth programs, partnerships, and administrative teams.

Job Responsibilities

  • Conducts detailed studies of informational, operational, and management challenges to identify program, workflow, and system needs.
  • Performs data collection, data entry, and data verification to ensure accuracy, consistency, and reliability across multiple systems and/or organizational units.
  • Designs, builds, and maintains databases to support efficient data storage, retrieval, and reporting functions.
  • Develop dashboards and data visualization tools to track key performance indicators, highlight trends, and support data driven decision making.
  • Review and confirm key performance indicators to ensure data integrity, reliability, and consistency across reporting systems.
  • Analyze operational data and management information to identify inefficiencies, gaps, risks, and improvement opportunities.
  • Evaluate current processes, procedures, and systems and prepare recommendations to enhance performance, productivity, and service delivery.
  • Prepare comprehensive written reports, summaries, and memorandums detailing analytical findings, insights, and proposed solutions.
  • Track and monitor program metrics and workflow data to assess progress, identify deviations, and provide timely updates to leadership.
  • Develop and maintain data tracking tools, logs, spreadsheets, and reporting systems to support ongoing monitoring and evaluation.
  • Assist in the design, implementation, and testing of automated and manual management information systems.
  • Apply management and systems analysis techniques to support budgeting, forecasting, workload scheduling, staffing analysis, and resource optimization.
  • Create flow charts, block diagrams, organization charts, and other visual aids to illustrate system workflows, decision processes, and recommended changes.
  • Work with leadership and stakeholders to gather data, complete cost benefit studies, and evaluate operational effectiveness.
  • Support the procurement and integration of new equipment, software, and technology solutions, ensuring compatibility with existing workflows and data systems.
  • Develop training materials and delivers training sessions to users on new systems, dashboards, data tools, and reporting processes.
  • Perform other related duties of a comparable level/type as assigned.

Qualifications

Requires two years in systems, operational, procedures, research or analysis and a Bachelors degree in business or public administration, finance, computer science or a related field (or a combination of education, training and/or experience that provides an equivalent background required to performs the work of the class).

Desired Qualifications - You will be successful if you have the following experience, skills, and abilities:

  • Education or training in statistics, epidemiology, data science, or a related analytical field.
  • Experience with data systems, including building or improving databases and reporting tools.
  • Skill in quantitative and qualitative evaluation, including designing tools, interpreting results, and making evidence-based recommendations.
  • Proficiency with tools like Excel, R, Python, SQL, or dashboards such as Power BI or Tableau.
  • Understanding of performance measurement and ability to use statistical methods to validate key indicators.
  • Ability to translate complex datasets into clear insights and comprehensive reports for diverse audiences.
  • Ability to use analytical or epidemiological methods to identify trends, forecast needs, and support data-informed decisions.

Additional Information

Special Working Conditions and Work Schedule: WFH two days a week, in-office three days a week.
