Requirements (Education, Experience, Licensure, Certification):

  • Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed below.
  • A graduate degree from an accredited college or university with emphasis in business or public administration with a minimum of three (3) years' experience preferred or a Bachelor's degree in accounting, finance, administration or related field with a minimum of (5) years accounting experience required.
  • Possession of a valid Ohio Operator's Permit.

Job Duties (Summary):

  • Knowledge of automated accounting systems.
  • Knowledge of computers excel spreadsheets, word processing and accounting functions.
  • Knowledge of Paycor payroll system.
  • Reviews facility purchases and business transactions.
  • Approves vendors, opens accounts with vendors, monitors expenditures.
  • Manages inventory system for all fixed assets, supplies, equipment and furnishings for compliance with county and state records and guidelines.
  • Assists Executive Director and other facility managers and supervisors in strategic planning.
  • Attends staff meetings and other related meetings as required.
  • Ability to analyze and interpret financial data; ability to design and prepare financial reports; ability to handle contracts with public and private agencies.
  • Works closely with Administrative Services and other county departments.
  • Supervises, trains and directs Account Clerks and Management Information Specialist (MIS).
  • Responds timely and compassionately to employee questions.
  • Assists the Executive Director in the development of the annual budget. Works with Executive Director in negotiating for budget funding with the Ohio Department of Rehabilitation and Correction.
  • Oversees the preparation of monthly, quarterly, and yearly budget reports, and any other fiscal reports.
  • Reviews all financial transactions of the River City Correctional Center.
  • Notifies Executive Director of all budgetary discrepancies.
  • Assists in the coordination of the accreditation process and updating the policy and procedure manual.
  • Maintains strict confidentiality with respect to information obtained and processed in the operation of the facility.
  • Develops and maintains good written and verbal communication with the Ohio Department of Rehabilitation and Correction, other Community Based Correctional Facilities and any other city, county, or state departments involved with the facility.
  • Subject to being called to work at any time due to emergency situations and/or coverage needs.
  • Maintains strict confidentiality with respect to information obtained and processed in the operation of the facility.
  • Supervises food service manager to ensure cost effective quality meals and scheduling are performed. Manages food inventory to meet critical needs while preventing waste.
  • Supervises Maintenance Superintendent, approves purchases, follows up on work orders and ensure facility is in excellent working and sanitary condition.
  • Supervises Nursing Department to ensure proper scheduling and services.

Knowledge, Skills and Abilities

  • Considerable knowledge of business, fiscal, facility, food service operations.
  • Considerable knowledge of economics, sociology, psychology, criminal justice and other social sciences.
  • Ability to administer and supervise.
  • Ability to delegate authority.
  • Ability to work under stressful and demanding conditions.
  • Skill in oral and written communication.
  • Experience in ODRC and or ACA standards a plus ability to develop manageable budgets.
  • Ability to add, subtract, multiply and divide. Ability to keep financial records both current and cumulative. Ability to calculate fractions, decimals and percentages.
  • Working knowledge of personnel laws.
  • Working knowledge of spreadsheet software.
  • Ability to remain calm in tense situations.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Visual ability sufficient to effectively operate office equipment including copier, facsimile machine and audio visual aids.
  • Oversees the office supply disbursement system. Ensures sufficient supplies are ordered and maintained.
  • Ability to read and prepare reports with recommendations.
  • Hearing ability sufficient to hold conversation with other individuals both in person and over the telephone.
  • Speaking ability sufficient to communicate effectively with other individuals in person and over the telephone.
