What You Will Do

The Operations Manager 4 is responsible for managing operational activities across LANL's Science and Technology Complex. This individual reports to the STO FOD and is part of a group of leaders managing day-to-day facility activities. The Facility Operations Manager manages all aspects of facility operations, including personnel, and provides the operational support and oversight necessary to safely, compliantly, and cost effectively execute routine and project activities.

The Operations Manager oversees all aspects of facility operations, including personnel management. Responsibilities include:

  • Providing oversight of complex operations, ensuring the execution of equipment surveillance, and coordinating maintenance activities.
  • Leading and supporting Plan of the Week and Plan of the Day meetings to ensure coordinated operations.
  • Assisting with the development of technical documents such as Integrated Work Documents (IWDs) and Radiological Work Permits (RWPs) while authorizing maintenance and construction activities.
  • Overseeing project activities for safety, security, and compliance while ensuring resources are effectively forecasted and allocated.
  • Authorizing, or deferring, maintenance and construction activities based on facility status.
  • Managing and coordinating the proper response to facility emergencies, response to abnormal conditions.
  • Maintaining assigned facility status.
  • Coordinating the integration of project work in the Science and Technology schedule.
  • Assisting with development and coordination of plant/system outages to support project work.
  • Coordinating facility and programmatic resources to support project work.
  • Coordinating/forecasting the need for additional project resources in time to be able to obtain those resources on or before the date needed, and identification of excess resources in time to be able to reallocate them as soon as they can be released.
  • Acting as a primary point of contact between STO FOD and Programmatic and Project Personnel.
  • Other duties as assigned.


What You Need

Minimum Job Requirements:

  • Demonstrated knowledge and expertise in financial practices, with the ability to maintain complex budgets.
  • Ability to manage complex projects with limited resources in an environment of conflicting priorities.
  • Demonstrated knowledge and understanding of the concepts and principles of Integrated Work Management, Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM), or equivalent non-DOE programs, including experience reviewing, approving, and authorizing both facility and programmatic work as demonstrated through the DOP/IWD/work package reviews and approvals.
  • Demonstrated experience developing teams and individuals in a collaborative work environment.
  • Demonstrated ability to understand work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.
  • Demonstrated excellent customer service and communication skills.
  • Management experience.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Demonstrated Project Management experience or related experience with construction management.
  • Demonstrated experience and understanding of the following aspects of operations management as applied to a Moderate Hazard Facility: systems engineering, work control, hazard identification and analysis, formality of operations, safety basis, configuration management, maintenance management, project management.
  • Experience and understanding of DOE O 232.1 reporting to include facilitating fact findings, reviewing root cause analysis, and participation in lessons learned reviews and meetings.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
