Overview:
The Operations Manager, Fleet and Facilities, is part of the operations infrastructure leadership at Flagger Force. This role provides strategic and operational oversight of the company's 3,000+ vehicle fleet, multi-location facilities portfolio, and distributed warehouse network across the eastern United States. Reporting to the Senior Operations Logistics Manager, this position establishes and oversees the operational standards for acquiring, deploying, maintaining, and disposing of Flagger Force's fleet, facilities, and warehouse assets. The responsibility will be to ensure that every field crew has the equipment, vehicles, and facilities support they need to perform safely and efficiently.

The Manager will inherit a capable team across multiple functions and will be expected to elevate performance, drive systemic process improvement, and create the organizational infrastructure needed to scale. Cross-functional collaboration with the Operations Service Center, Field Operations, Safety, Procurement, and Senior Leadership is central to success.
Operations Management — Fleet and Facilities
- Own the full lifecycle of the company's growing vehicle fleet and all company-owned and leased facilities, yards, and regional locations. Including but not limited to integration execution, upfitting, and deployment through maintenance, compliance, and disposition.
- Manage inventory control, equipment staging, and fulfillment needs across all warehouse locations; enforce 99%+ accuracy targets while overseeing equipment redistribution across markets.
- Lead fleet forecasting, facility planning, and capital expenditure planning to support organizational growth, geographic expansion, and new market entry.
Vendor, Financial & Compliance Accountability
- Partner with Procurement to negotiate and manage enterprise agreements with vehicle manufacturers, dealers, maintenance vendors, and service partners; enforce SLA accountability and cost consistency across all in-market relationships.
- Manage costs across fleet, facilities, inventory, and capital expenditure with focus on total cost of ownership and carrying cost reduction.
- Ensure compliance with DOT, FMCSA, and other applicable federal, state, and local regulations governing fleet operations and maintenance; conduct regular audits and lead safety investigations in coordination with the Safety team.
People, Performance & Continuous Improvement
- Lead, develop, and hold accountable a multi-tiered team across fleet, warehouse, and facilities functions — including performance management, succession planning, and training.
- Leverage telematics platforms, KPI frameworks, and predictive analytics to drive data-informed operational decisions; establish targets for fleet uptime (95%+), inventory accuracy (99%+), and vendor SLA performance.
- Lead process improvement initiatives and technology adoption across all functions; coordinate cross-functional collaboration with Field Operations, OSC Dispatch, Safety, and Procurement.
Qualifications:
- 7+ years of progressive operations leadership with demonstrated P&L accountability
- Proven experience managing large-scale, multi-site fleet operations (500+ vehicles preferred; larger fleet exposure strongly valued)
- Demonstrated success leading teams of 20+ employees across geographically distributed locations, including management of managers
- Experience in facilities and/or warehouse operations management with multi-location oversight
- Background in DOT/FMCSA compliance, fleet maintenance program development, and vendor management
- Track record of implementing operational process improvements with measurable results
- Bachelor’s degree in business administration, Logistics, Supply Chain, Operations Management, or a related field preferred
- Valid driver's license with clean driving record required — in accordance with Flagger Force MVR standards
- Lean Six Sigma, PMP, NAFA, ASE, or equivalent professional certifications a plus
- Proven experience overseeing and managing multi-site operations across geographically dispersed locations, ensuring operational consistency and efficiency.
