Position Overview

Vision IT is seeking a highly experienced Operations Manager / IT Systems Subject Matter Expert (SME) to support operations at Los Angeles Air Force Base (LAAFB). The selected candidate will oversee day-to-day operational activities while serving as the primary technical SME across multiple IT and network operational domains. This role requires strong leadership, operational oversight, advanced systems administration expertise, and the ability to translate complex technical concepts into actionable information for government stakeholders and decision-makers.

The ideal candidate possesses extensive experience managing enterprise IT operations, developing implementation strategies, resolving complex technical issues, and ensuring all operational sections remain compliant with current Performance Work Statement (PWS) requirements and directed government guidance.

Key Responsibilities

  • Manage daily operational activities and ensure all sections maintain compliance with current PWS requirements and downward-directed orders.
  • Serve as the technical SME for systems administration, network operations, and enterprise IT service delivery.
  • Assist in planning, implementing, and maintaining technical solutions supporting end-user services.
  • Provide technical support activities including:
    • Site surveys and inspections
    • System design and technical review assistance
    • Requirements development
    • Path profiles and engineering studies
    • Wireless and network coverage surveys
  • Develop implementation plans and technical remediation strategies in collaboration with in-house technical experts.
  • Analyze operational and technical challenges and recommend effective solutions to leadership and government stakeholders.
  • Translate complex technical information into clear, non-technical language to support government understanding and decision-making.
  • Coordinate with engineering, operations, cybersecurity, and customer support teams to ensure seamless service delivery.
  • Ensure operational readiness, performance optimization, and compliance with applicable standards and directives.
  • Support continuous process improvement initiatives and operational efficiency efforts.

Required Qualifications

  • Minimum of 15 years of relevant IT operations, systems administration, or network operations experience.
  • Demonstrated experience managing enterprise-level IT operations in a government or DoD environment.
  • Strong background in systems administration, network operations, and technical troubleshooting.
  • Proven leadership experience managing operational teams and mission-critical support activities.
  • Ability to communicate technical concepts effectively to both technical and non-technical audiences.
  • Experience developing implementation strategies, operational procedures, and corrective action plans.
  • Strong analytical, organizational, and problem-solving skills.
  • Active Secret Clearance or above
  • DCWF Requirement
  • DCWF Role:
    • Systems Administrator (441) – Advanced
      or
    • Network Operations Specialist (451) – Advanced

Preferred Qualifications

  • Experience supporting Air Force or DoD programs and environments.
  • Familiarity with military communications infrastructure and enterprise IT environments.
  • Experience supporting large-scale operational modernization efforts.
  • Relevant industry certifications such as Security+, CISSP, CCNA, CCNP, Microsoft, or equivalent certifications.
