    General Job Information

    This position is in the District Department of Transportation (DDOT), Maintenance Operations Administration, and Maintenance Inspections Branch. The position also interacts and collaborates closely with the Public Space Inspections Branch which provides regulation, oversight and enforcement on all public space activity in the District. The branch inspects, investigates, and resolves public realm deficiencies, ensures responsible parties resolve related problems and monitors changes in public ROW/space ensuring permitted activities conform in accordance to established policies, regulations, standards, and laws.

    The incumbent is responsible for administrative management, management analysis, asset management, inspections and other related activities including fleet activities, facilities, and customer services within DDOT's Maintenance Administration associated primarily with the District's pavement assets such as roads, alleys, sidewalks, markings and restoration. In addition, assumes complete technical and administrative responsibility for all projects relative to infrastructure and public Rights- of-Way (ROW). and provides a very wide latitude for the exercise of independent judgement (i.e., selecting the approach and methods used to complete assigned tasks and resolve challenges according to established polices and accepted practices)

    Duties and Responsibilities

    Works closely with supervisors, in the operational areas. Formulates program initiatives, strategies, and policies necessary to reach DDOT goals and objectives. Manages the funding of requests, pricing, collection development, market planning, and strategic planning and information dissemination programs. Performs special assignments and serves on inter-agency working groups and task forces. Serves as liaison with Federal agencies, state and local governments, industry representatives and professional associations to enhance understanding of DDOT''s transportation environment and to foster strong client, partner and vendor relationships.

    Serves as key personnel for coordinating assignments, managing inquiries from other agencies, internal clients and external clients, performance assessments, narrative justifications, and editorial and technical reviews. Anticipates and/or leads complex studies, special projects, and comprehensive evaluations for the agency''s senior leadership use in decision making and to effectively direct organizational activities. Develops and maintains coordination and lines of communication with other District agencies, ANC''s, City Council offices, Federal departments and agencies at the local, regional and national levels.

    Qualifications and Education

    Applicant must have at least one (1) year of specialized experience equivalent to at least the next lowest grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

    Licenses and Certifications

    Must possess and maintain a valid driver''s license and have an acceptable driving record.

    Working Conditions/Environment

    Work is primarily conducted in an office setting. However, incumbent may be exposed to a variety of weather conditions while outdoors visiting various site locations.

    Tour of Duty: Varies- Incumbent may be required to work weekends, evenings, and in on-call situations.

    Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

    Position Designation(s): The position has been deemed security-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure. This position may be subject to criminal background checks and/or driving record checks, as well as random drug and alcohol testing pursuant to DC Act 15-620.

    Essential Designation: This position is classified as an essential position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early.

    Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
