Position Overview:

Were looking for an experienced leader to join our team as the Operations Review Manager in our Street Use division. The position is classified as Manager 3 - Engineering & Plans Review.

In this role, youll oversee our Street Improvement permit, Utility Major permit, and shoring review teams, and lead our landslide mitigation program. This work directly shapes how Seattle grows and stays safe. Youll bring technical expertise, people-centered leadership and a commitment to public service. As Operations Review Manager, youll report to the Street Use Division Director.

Job Responsibilities

In this role, you will:

  • Lead the Operations Review section, supervising two to three supervisors and strategic advisors, and overseeing approximately 30 professional staff
  • Align your team with our mission and vision, building a collaborative culture with shared goals
  • Set annual work plans, establish priorities and define deadlines across all groups in the section
  • Participate actively in Street Use management and leadership teams
  • Develop, implement and evaluate policies that protect public assets and maintain safe access around private development and utility construction sites
  • Serve as a technical expert on sensitive and high-profile issues, providing clear recommendations grounded in engineering knowledge
  • Engage directly with the public and elected officials on complex, visible projects
  • Oversee day-to-day operations-including space planning, materials, maintenance and staff training-to keep programs running smoothly and efficiently
  • Manage the Street Use Operations Section budget, including building systems to track, invoice and recover permit review and right-of-way revenues
  • Support engineering assessments for the landslide mitigation program when significant landslide events occur
  • Lead on personnel matters, applying City and department policies and resolving issues with fairness and consistency
  • Champion our goals around diversity, equity and social justice

Qualifications

Minimum Qualifications:

  • Registration as a Professional Engineer in the state of Washington or the ability to obtain registration through reciprocity by your start date.
  • Seven (7) or more years of supervisory or management experience.
  • Seven (7) or more years working on technical engineering issues.

OR A combination of education and/or training and/or experience, which provides an equivalent background required to perform the work of the class.

  • Current Washington State drivers license or evidence of equivalent mobility.

Successful candidates will possess many of these additional qualifications or be able to demonstrate comparable experience and expertise:

  • Experience working in a regulatory agency.
  • Experience presenting complex and often controversial issues to elected officials.
  • Experience working across department and agency lines.
  • Demonstrated ability to handle sensitive issues with diplomacy and poise.
  • Must work well under pressure.
  • Thrive in a multi-cultural workplace and serve a diverse customer base with professionalism and inclusivity.

Work Environment/Physical Demands:

  • Most work is performed in a normal City work/office environment with hybrid options at this time.
  • Occasional offsite meetings and field visits may be required.
  • May require overnight travel, working nights, and weekends to attend public meetings/community events.
