About this position The Environmental and Social Solutions Division VPSESG of the Inter-American Development Bank IDB is looking for a highly motivated and qualified individual to provide social technical support in promoting the Banks strategic environmental and social E&S priorities and ensuring that funded projects are socially and environmentally sustainable. VPSESG is responsible for ensuring that IDB financed projects and other activities are environmentally and socially sustainable and comply with the Banks Environmental and Social Policy Framework ESPF and previous E&S Safeguard Policies. Specialists and consultants in VPSESG provide the Bank and its Borrowers with guidance on E&S issues in project preparation and supervision. The selected candidate will be under the supervision of the Group Head for the Caribbean region CCB and will carry out the following activities this is an indicative list
What youll do Provide support to project teams in the supervision of public sector operations in CCB Guyana Suriname Trinidad and Tobago Jamaica Barbados and Bahamas which would include among others Carry out at least one supervision mission to each of the assigned projects and provide ongoing support for operation execution related to all social aspects according to Bank Policies. Participation in missions for the supervision of operations with a resulting supervision report and aide memoire. Provide written comments and recommendations to documents produced by internal and external clients. Review the terms of reference draft and final versions of Environmental and Social Assessments Management Plans Resettlement Plans among others of executing agencies required in application of Bank Policies. Provide support to project teams in the preparation of public sector operations category A B and C or FI with high or substantial E&S risks in CCB which would include among others The preparation of initial Environmental and Social Review Summary ESRS andor ESRS as applicable. This product involves interaction with project teams in the preparation of public sector projects. Prepare terms of reference for and review drafts and final versions of E&S assessments and management plans as required by Bank Policies. Participation in missions and preparation of aide memoires. Updating the environmental and social risk ratings ESRR of projects throughout their lifecycle based on ongoing supervision findings. Make the due diligence on E&S issues that are relevant to public sector projects particularly those related to public consultation and stakeholder engagement involuntary resettlement grievance mechanisms gender-based violence community and occupational health and safety vulnerable groups among others. Participate in meetings with executing agencies and project team leaders to carry out supervision andor preparation activities for projects. This entails providing guidance about application of Policies requirements. Providing training on Bank Safeguards Policies or the ESPF to executing agencies internal clients and other key stakeholders i.e. contractors involved.
What youll need Education Masters degree or equivalent advanced degree in anthropology sociology international development or other fields relevant to the responsibilities of the role.
Experience At least 5 years of progressive experience in preparing supervising or implementing social impact assessments and management plans. Specific experience with the environmental and social policies of multilateral banks.
Languages Proficiency in English and one of the other Bank official languages Spanish French or Portuguese is required.
