Functional Purpose

The Senior Industrial & Systems Engineer supports the design, development, and implementation of operations decision support systems across USPS delivery and distribution environments. This role applies industrial engineering principles, operations research techniques, and systems‑thinking to improve operational performance, strengthen data integrity, and guide the modernization of USPS operational processes. The engineer contributes to system design, testing, policy development, and cross‑functional integration efforts that ensure USPS operations run efficiently, safely, and cost‑effectively.

Duties & Responsibilities

1. Develop methods, models, and procedures to apply decision support system technologies to USPS delivery and distribution operations.

2. Evaluate economic, operational, and process‑change impacts during system design, testing, and deployment.

3. Support budget development and prepare program justifications for operations decision support initiatives.

4. Analyze engineering study results, cost/benefit analyses, and audit findings to guide system improvements.

5. Participate in engineering data validation tests, operational studies, and system performance evaluations.

6. Assist in developing policies, procedures, and governance documents for the use and support of decision support systems.

7. Contribute to plans and procedures that integrate decision support systems with other USPS information systems and enterprise databases.

8. Oversee project activities, procurement processes, and deployment efforts related to decision support systems; monitor associated funds and timelines.

9. Provide guidance and coordination to USPS professionals and contractors involved in system design, development, and implementation.

10. Engage with industry partners, academic institutions, government agencies, and contractors to support research, bench marking, and system advancement.

11. Offer program guidance and technical direction to employees within and outside the organizational unit; may oversee or coordinate activities of professional, technical, clerical staff, and contractors.

Supervision

Reports to the Manager of the assigned unit.




Requirements

Qualifications & Requirements

1. Knowledge of industrial and systems engineering principles related to operations system design and process optimization.

2. Knowledge of cost/benefit analysis, auditing practices, and engineering data validation methods.

3. Ability to evaluate economic impacts of process changes during system design and testing.

4. Ability to analyze data from engineering studies, audits, and cost/benefit evaluations.

5. Ability to develop policies and procedures governing the use of operations decision support systems and related databases.

6. Ability to estimate expenditures and provide accurate budget input for planned activities. 7. Ability to apply decision support system technologies to delivery and distribution operations.

8. Ability to oversee program budgets, procurement activities, and deployment efforts.

9. Ability to write clear, technical plans, analyses, and reports for postal management.

10. Ability to communicate technical information effectively with contractors, consultants, academic partners, and government representatives.

11. Knowledge of facilities systems or similar processing and physical distribution environments.

In addition to competitive basic pay rates, most Postal Service employees also receive regular salary increases, overtime pay, night shift differential, and Sunday premium pay.

Health Insurance
The Postal Service participates in the Federal Employees Health Benefits (FEHB) Program, which provides excellent coverage and flexibility with most of the cost paid by the Postal Service. There are many plans available, including both traditional insurance coverage and Health Maintenance Organizations (HMOs). Employee premium contributions are not subject to most taxes, making health insurance even more affordable.

Flexible Spending Accounts
Career employees may participate in the Flexible Spending Accounts (FSA) Program after one year of service. Tax-free FSA contributions can be used to cover most out-of-pocket health care and dependent care (day care expenses).

Retirement
The Postal Service participates in the federal retirement program, which provides a defined benefit annuity at normal retirement age, as well as disability coverage.

Thrift Savings Plan
Career postal employees may contribute to the Thrift Savings Plan (TSP), which is similar to 401(k) retirement savings plans offered by private sector employers. Employees contribute to TSP on a tax-deferred basis, and may receive automatic and matching contributions (up to 5 percent of pay) from the Postal Service.

Social Security & Medicare
Newly hired postal employees are covered under Social Security and Medicare.

Life Insurance
The Postal Service offers coverage through the Federal Employee’s Group Life Insurance Program. The cost of basic coverage is fully paid by the Postal Service, with the option to purchase additional coverage through payroll deductions.

Leave
The Postal Service offers generous annual (vacation) and sick leave – 10 days of annual leave per year for the first 5 years, increasing to 15 days per year after 5 years of service, and to 20 days per year after 15 years of service. In addition, full-time employees earn 3 hours per pay period as insurance against loss of income due to illness or accident.

Holidays
The Postal Service observes 10 holidays each year.
